With the development of society,people's living standards are improving day by day,from the original fullness to the good food and safe food that are now pursued.Most countries in the world,including China,attach great importance to food safety issues and have very serious attitudes.Food safety supervision has gradually attracted the attention of the public.In the context of the pilot reform of the administrative examination and approval system across the country,District C of City L also began the reform of the administrative examination and approval system at the end of 2018,and established the Administrative Approval Service Bureau."Food Production Permit" and "Food Business Permit",the food safety supervision of L city C area and other regions are both the approval and supervision of the regulatory department.After the reform,the food safety supervision mode of L city C area becomes "examination Tube separation " mode.Based on the status quo of L City C,this paper analyzes the actual situation and problems encountered during the operation of the "examination and management separation" model of food safety supervision in L City C using literature analysis,questionnaire survey,and interview methods.The root cause of the emergence provides some insights and countermeasures for improving the "examination of management and separation" model of food safety supervision in District C of City L and improving the effectiveness of food safety supervision.The purpose of the "separation of examination and management" model is to prevent power corruption;improve the efficiency of administrative examination and approval,and facilitate the masses to do things;change the traditional concept of "emphasis on examination and approval,and oversight on supervision" to improve the effectiveness of supervision.District C of City L has achieved good results in the "separation of examination and management" model for more than a year.For example,it has stimulated market vitality and increased urban and rural employment rates;it has provided convenience for the masses to conduct business,and the masses have no longer Running on both ends;reducing the burden of approval by the regulatory authorities,allowing the regulatory authorities to devote more time to supervision.However,there are pros and cons in all things.The "examination and management separation" model of food safety supervision in District C of City L has someproblems at the same time as it has achieved initial results.For example,there are irregularities in the administrative examination and approval behavior and randomness,and food safety supervision has law enforcement.Phenomenon such as inadequate,inadequate law enforcement,etc.;“examination and separation of management” is incomplete,and some approval items have not been transferred to the administrative approval service bureau,such as “Shandong Food Small Workshop Small Restaurant Registration Certificate”,food stall information publicity card,Small dining tables,individual business licenses,etc.;there is no effective prevention of corruption,there are still "eat and take cards" and abuse of power;the efficiency of administrative examination and approval has not been fully improved,and the waiting time for people in remote areas to handle business has become longer and more inconvenient;There is little communication between the approval department and the supervisory authority.The supervisory authority has no clear information on the approval authority.The approval threshold is lowered,which causes inconvenience to food safety supervision and the effectiveness of food safety supervision has not improved.Through analysis,it is found that the reasons for these problems are the imperfect legal system for administrative approval and food safety supervision;the conflict of interests between departments and the influence of traditional ideas make the reform difficult to advance;the lack of effective supervision and rewards and punishments for the approval department and the supervision department Mechanism;imperfect administrative examination and approval system,unapproved approval process,backward approval means,and low business ability of approval personnel;poor connection between approval department and food safety supervision department,unclear division of power and responsibility,and imperfect information sharing system.Finally,according to the literature I read and my work experience,I put forward countermeasures to improve the "examination and management separation" model of food safety supervision in District C of City L,which mainly includes:improving the legal system on administrative approval and food safety supervision,refining legal provisions,and promoting local legislation;Transform government functions,change traditional ideas,and actively promote the reform of "separation of review and management";improve the supervision and reward and punishment mechanism of the review and approval departments and regulatory departments,eliminate corruption,and encourage staff to do agood job;improve the administrative approval system and optimize the approval process 1.Innovate approval methods and strengthen business training for approval personnel;strengthen the interaction between the approval department and the supervisory department,clarify the division of authority between the approval department and the supervisory department,strengthen the communication and sharing of information between the approval department and the supervisory department Afterwards supervision,effectively strengthen the front-line law enforcement force,use scientific and reasonable supervision methods,and strengthen the training of food practitioners.
