Study On The Changing Path And Driving Force Of China's Food Safety Supervision System

Since the founding of the People's Republic of China,the situation of food safety supervision in China has become increasingly complex,and the focus and difficulties of supervision have also been changing.In order to deal with this problem,the food safety supervision system has undergone several reforms.This raises the research question of this paper,how did China's food safety supervision system change? What drives this shift? This article is through the search query related documents,laws and regulations,the food safety supervision system in China after the founding of the history change clearly,and on this basis,in-depth analysis in food safety supervision system changes the path and the power,built a theoretical framework for the food safety regulatory system vicissitude power.After analysis,since the founding of the People's Republic of China,China's food safety regulatory system has undergone major changes at four time points,namely 1982,2004,2013 and 2018.Respectively in the analysis of these four food safety regulatory regime change agent,found that while these four changes caused the specific factors are not the same,but the summary down are including economic environment,social environment,technology environment,the change of external environment and include the conflict between system elements,the gap between the concept and practice system,the system performs the incomplete,the emergence of internal environment changes,the functional requirements of institutional change.But the system is stable and will not change easily.Only severe external shocks can cause changes to occur.Therefore,the food safety supervision system will change only when there are major food safety incidents,government system reform,local excellent practices and other key points of institutional change.In the process of transition,the state decision-making model has a decisive influence on the central government and local government as the core actors and the power relationship between them.The central government and local governments,on the basis of considering their characteristics,motivations and ideas,finally lead to the change of food safety supervision system after weighing and gaming.
