Research On Promoting Construction Of Power List System In Anhui Province

To effectively transform the function of the government, to clearly define the relations between government and market, between government and the society, to constantly improve the governance system and the governance capability, the Power List System, an important system innovation, has been implemented to cure the governance illness of being ultra vires, being irresponsible, being incapable. Focusing on streamlining administration and delegating power, the government promotes construction of Power list, of Responsibility List, of Administrative Examination and Approval System List, and Negative List of Market Access, and builds the platform for the implementation of Power List System. The construction of Power List System first explored in Anhui province has achieved preliminary success and thus become one of the typical examples of national Power List System construction. Meanwhile, we must be keenly aware of the serious problems on promoting the system which is in the stage of exploration. The government should strive with all might to overcome the difficulties in a planned and proactive way.Firstly, with the interpretation of the basic concepts and significance of Power List System, this paper does the intensive research on its theoretical basis, social background and practical conditions.Next, through the review of the approaches and achievement in promoting Power List System construction in Anhui Province, the paper sums up the experience of strengthening the top-down design in combining the "Four Lists" into a whole and establishing an unified platform for the implementation of Power List System, and deeply analyzes the legitimacy and rationality, the constraints to implementer, as well as the surroundings in constructing Power List System in Anhui Province. Then the paper sorts out the successful experience from optimizing government management and power operation in U.S. and in Singapore, and takes the characteristics of Power List System in Shanghai and Zhejiang Province as the reference. Finally, it puts forward the countermeasures for promoting PLSC on 5 aspects:accelerating the construction of Power List System by law, deepening the administrative system reform, optimizing the power operation system with modern information technology and management skills, completing supervision mechanism of administrative power, improving the surroundings for Power List System operation.Based on the brand-new practice of Power List System in Anhui, by summarizing the basic rules and experience in the process of carrying out the system, this paper points out the existing serious problems and shows the way for further steps in Power List System construction. Then the author proposes the solutions for accelerating the construction of Power List System to transform function of the government and modernize the governance system and governance capability.
