Reasearch Of The Improvement Scheme Of Information Management System In Y District Court

The information management system building of the court refers that make full use of means of modern technology to realize the court trial and execute the collection, transmission, storage, release of information, which is on the premise of taking computer software platform as the center, taking communication network and computer hardware as the carriers and considering the procedure of trial and execution as the guidance. Based on these works, the judicial information database of the courts can be built all over the country in order to realize the information sharing of court system and standardize the court management, which can improve the work efficiency and ensure the judicial justice.The operation mode of judicial office in China has not changed very much since the country was founded. However, the contradiction between the increasing number of cases and relatively few numbers of personnel handling the case has been the main issue of the court. Because of lacking the rational allocation scheme of resources optimization, there is no advantage when the court confronts the cruel competition. Due to the private process of trial and execution, the traditional model to deal with the cases makes the masses suspicious of the courts, which results in the situation of repeated-appealing. Facing the new situation of judicial reform in China, the appeal of the people to judicial justice is more and more high, which requires the courts during the process of judging and executing cases are not only to improve the efficiency of trial and execution, but also to show every link to the masses in real time serving to promote fair and open. In the case of guarding the secret of trial, how to solve the security problems of the information disclosure has gradually become the challenge and focus of the work of courts at all levels. Facing the wave of judicial reform, the author has made a survey of the needs and wishes of the parties and their agents through information acquisition, field research and communication with staff at all levels of Y District Court. Meanwhile, the author has made a further improvement to the judicial personnel, the department and the process and also has developed a system construction plan for the development of Y district court.In order to solve the above embarrassing situation, the paper analyzes the existence problem and reason in information management on the basis of taking the improvement of information management system in the information construction of Y district court as the research object. Furthermore, the paper utilizes the SWOT to analyze the facing opportunity, advantage, disadvantage and threat of Y district court, and explore a set scheme of information management system for Y district court. In addition, we guarantee the implementing of the improved scheme so as to further enhance the competitiveness of Y district court, which has some reference value to other grass-root courts.
