Job satisfaction refers to a kind of emotional experience of employees on their jobs and activities about job,and it`s also can take a measure of enterprise incentive mechanism is an important symbol of success. Organizational commitment generally means the individual identification and the intensity of participation in one organization. In recent years, the research popularity on these two concepts of scholars is increasingly high, and it is widely believed that job satisfaction and organizational commitment have good effect on stabilizing work force, improving the relationship between unit leaders and staff under the background of the theory of behavior, and strengthening the development abilities of staff. Therefore, taking CZ Public Security Bureau as an example to researching the influence relationship between the job satisfaction and the organizational commitment of staff has great strategic and practical significance for the development of basic-level police human resource management of the employer.The basic-level police undertakes the important duties of guarding social stability and unity, so research on their job satisfaction and organizational commitment will be of great importance in building a harmonious society. As the basic-level police in the front line, working conditions of the police in CZ Public Security Bureau feature low salary, high pressure, flexible overtime and unobvious motivation factors; at the same time, they need to be exposed to the dark side of the society for a long time, and have relatively harsh working conditions, which are the general characteristics of the police’s job in grassroots public security agency. Therefore, taking CZ Public Security Bureau as an example, this paper gets the basic data such as the education composition, sex ratio, stage of age, years of working, position, salary, etc. through case analysis and questionnaire, and carries out a research on the correlation between the organizational commitment and job satisfaction of basic-level police by taking this Public Security Bureau as the survey sample during the research process.This paper verifies the research hypothesis in this body through factor analysis, inspection on the reliability and validity of data, correlation analysis and regression analysis. By field research, 207 samples of basic-level police are obtained and conducted statistical analysis, which concludes as follows:(1) Both the job satisfaction and the organizational commitment of basic-level police will be affected by the personal characteristics, including sex, age, education background, years of service, and position, etc. Personal characteristics of different individuals have significantly different influences on job satisfaction.(2) Basic-level police with different personal characteristics have greatly different influence on organizational commitment, of which the basic-level police with different education backgrounds have greatly different influences on emotional commitment; the basic-level police with different sexes have greatly different influences on ideal commitment; the basic-level police with different ages and years of service have greatly different influences on norm commitment; the basic-level police with different backgrounds have greatly different influences on involvement commitment.(3) The correlation between the job satisfaction and the organizational commitment of basic-level police is verified, that is to say, job satisfaction and organizational commitment have remarkable correlation, which is mainly reflected in each dimension of job satisfaction, such as leadership management, salary and welfare, working conditions and interpersonal relationship, all of which will have significant correlation with the organizational commitment of basic-level police and have positive significant correlation.(4) Job satisfaction of basic-level police can be taken as the predictive index of organizational commitment, of which the satisfactions of leadership management, salary and welfare, working conditions and interpersonal relationship have significant positive influence on organizational commitment.(5) Job satisfaction of basic-level police have significant positive influence on organizational commitment.
