Opening Government affairs is the product of the development of modern democracy, it is an important symbol of national democratization and legalization, it also establishes the running mode of state power, which realizes citizens’right of knowing and understanding national affairs and public affairs, provides the guarantee for democratic administration and citizen participation in administrative and social supervision. With the reforming of China’s political and economic system and improvement of democratic system, the system of opening government affairs gains much more attention in all levels of leadership in the government, it attaches the consciousness of public participation in government management significantly, in which causes extensive communication and discussion of the whole society. Hainan Maritime Safety Administration (Hainan MSA) is a highly professional administrative agency. For the department of Hainan MSA, opening government affairs is the interactive administrative behavior to administrative relative person, it is very necessary for strengthening the construction of "Three Zations" of Hainan MSA (Revolutionization, Formalization, Modernization), doing a good job in "Three Services" (to serve the construction of international tourism island, to serve the economic development of Hainan, to serve the people in convenient travel), promoting the government ability of Hainan MSA, and the establishment of open and transparent, civilized and efficient administrative system.This paper, starts from the concept of opening government affairs and defines the meaning of opening government affairs of Hainan MSA with theoretical analysis. It discusses the theoretical basis and sense of opening government affairs in the background of the development of opening government affairs in Hainan MSA. To study the advanced experience of developed countries in opening government affairs, method of comparative analysis and the investigation are utilized in the paper. The paper summarizes the current situation and the existing problems combining the actual situation of Hainan MSA in opening government affairs. With the method of theoretical analysis, comparative analysis, field investigation, combining theory and practice, the paper summarizes the effective ways of improving the opening government affairs and puts forward specific suggestions on the openness system and countermeasures.
