Rethinking And Transcendence On The Japan-U.S. Alliance-A Study On Diplomatic Thought Of Magozaki Ukeru

Magozaki Ukeru is an influential contemporary diplomacy and intelligence expert and a scholar in Japan. He used to be a Japanese ambassador in Iran, an moniter of International Intelligence Agency in Ministry of Foreign Affairs,and a professor in National Defense Academy. And now he has been master of East Asia Community Investigation Agency. His research on Post-war diplomacy of Japan reflects cognitive level of Japanese Academia about “American element” in Japan’s diplomacy,deepened understanding of Japan-U.S. Alliance,and provided academic and policy reference material for comprehension of status quo and development vein about Japan’s diplomacy.As a former officer of Ministry of Foreign Affairs,Magozaki Ukeru at first engaged in areas like Middle East and intelligence,which in return offered a solid basis for Magozaki’s research on “American element”in Japan’s diplomacy.Past studies on Magozaki was just appraisement from specific political stance or selective introduction based on given needs from mass media,yet on overall lack of neutral and completed thought rectification.Thus in this paper, through interpretation of the relevant literature about Magozaki, I will make my best to make a complete summarisation of Magozaki’s diplomacy thoughts,make an objective and impartial judge of the content,and decide the value of his thoughts as accurate as I can.In this paper,the body structure will be divided into six chapters.Chapter One,introduces Magozaki Ukeru’s official and academic career,major works and research.This chapter describes the reasons Magozaki embarked on the road to diplomatic intelligence and study on Japan’s diplomacy.Magozaki’s main works will be rectified,and the association between his main work and keynotethought will be disussed.Chapter Two,integrates Magozaki Ukeru’s study on post-war diplomatic line of Japan.Magozaki holds that there have been two diplomatic lines——“Accordance to America”and “Independence(from America)” — — which divide and conflict with each other,and the conflict has been the primary motive power pushing Japan’s post-war diplomacy forward.“Accordance to America”holds advantage in the conflict over “Independence”,which manifested in its predominance in government,finance and economics,mass medium.In contrast,politicians of “Independence” line gave a series of propositions in specific areas.Chapter Three,Concludes Magozaki Ukeru’s study on the relationship between Japan-U.S. Alliance and Japan’s national interest.As the consequence of “Accordance to America”,Japan-U.S. Alliance has been not favor of Japan’s interests of safety and economics,and threatened Japan’s autonomous rights in these areas.Moreover,the alliance menaced the independent status of Japanese domestic affairs by America’s revenge policy aiming at “Independent” politicians.Chapter Four,introduces Magozaki Ukeru’s exploration for a new diplomatic line for Japan.Based on his criticism on “Accordance to America”line and Japan-U.S.Alliance policy,Magozaki suggested that a new line of foreign affairs should be carved out,so that national autonomy and interest could be guaranteed.The new line leads to the construction of East Asian Community.For realization of the destination,Japan should make an appropriate adjustment to its relationship with America,and struggle to settle territorial disputes with neighbor countries through peaceful means.Chapter Five,make a generalization about characteristics of Magozaki Ukeru’s diplomacy thoughts.Most important of all is strategic thinking,which includes judgements on whole and parts of national interest,and adjustment to transformation of strategic circumstances.Moreover,the author will discuss about the situation that Magozaki’s post-war diplomacy study has been criticized by some observers as“Historical View of Conspiracy”.In the epilogue,the author summarizes logic structure and academic contributionof Magozaki Ukeru’s diplomacy thoughts.Magozaki’s diplomacy thoughts can be generalized that a national state should choose and re-choose its diplomacy line based on needs of national interest.Magozaki constructed an interpretation system widely adapted to Japan’s post-war politics,foreign affairs,economics and even the whole post-war history,which makes him play the epitomizing role of reflecting thoughts on Japan-U.S. Alliance after the World War Two.
