| Meeting the public demand is an important index of the ability of a government, and providing quality public goods and services to meet the public demand for preconditions. With the pace of rapid economic development and urbanization is ever deepening, lack of resources of the ensuing public infrastructure and public services hindered China’s modernization process. Due to the financial situation is subject to tight, unable to meet the rapidly growing demand of the public, local governments gradually begin to introduce PPP mode to run the utility. PPP model is not only to meet the public demand, but also promote the local economy development. Therefore, in order to promote the effective development of PPP model, from 2013 onwards the government issued a series of policies, such as "the notify of encouraging the first of social investment projects in the fields of infrastructure publication " opens some trade restrictions, allowed enterprises to enter the PPP model. These policies provide PPP model guidance toward standardization direction, indicating that China will enter a golden age of PPP mode.Because of PPP model development course in China is short, government is difficult to change roles, the government is difficult to manage all kinds of enterprise development, and other factors resulted in the development of PPP model in China there are still many problems. Among the factors, since the government holds abundant natural resources, the government should have the responsibility to safeguard the public interest, to protect public safety, to allocate resources rational, to balance the efficiency and fairness, efficiency can be said that government regulation directly determines the PPP model development process. Therefore, in order to safeguard the public interest and meet the public, government should transform functions and establish a regulatory system of supervising PPP mode.The first part of this article is the introduction, the second part includes the related concepts set forth in the regulatory necessity government proposes PPP model based on the basic theory. In the third part reveals government regulation PPP mode problems and analyze their causes according to the case. Since the PPP model in China’s development time is shorter, the majority of the PPP model is still in operation during the period. Citong Bridge project in Quanzhou in Fujian Province as a complete PPP project can bring out the universal problems of PPP model, such as: government neglect oversight functions, exaggerated regulatory functions to an executive order instead of cooperation, these problems mainly due to the reason government regulatory mechanisms of dislocation and offside.At present, the government regulatory problems of PPP model is mainly manifested in the lack of government regulation of PPP legal system, which led directly to the regulatory functions of government positioning vague. Government’s role is difficult to shift from regulators to supervisor, the regulatory way is too simple and it always emphasizes on enterprises regulation. It not only impedes the function of the market mechanism, but also impedes the effective transformation of government administrative functions.The fourth part proposes how government to improve the regulatory path in PPP mode selection. Government should know what is the responsibility of government, to analyze the factors for the regulatory system in the problems and propose specific measures to absorb Western countries experiences and lessons learned, establish a complete regulatory system, changing administrative functions, the use of multi-faceted means of supervision. In practice, the government should exert regulatory function to the actual for different regulatory objects in the stage of all PPP projects,and at the same time should play the role of social supervision.In this way, not only can maximize the PPP mode in which the superiority of public utilities, but also to create good environment of PPP model in China’s development. |
