The Study On The Changing Functions Of The CPPC (1949-1956)

Any politics is a time of politics and we can’t understand the building and direction of the contemporary political system until we put the politics into the history.Combining the political concept of the functions of the CPPCC with the political facts and the national political life,this article from the perspective of the politics pays attention to building and development of the CPPCC from 1949 to 1956 and attempts to outline a clear picture of the changing functions of the CPPCC.When new China was founded in 1949, in view of the limitation of realistic conditions, the nation-building process which was a realistic choice that the plenary meeting of the CPPCC exercised such functions and powers of the NPC to elect the Central People’s Government directly replaced the ideal model that the Central People’s Government was elected by the NPC.The first session plenary meeting of the CPPCC shouldered the task of founding new China, gave the legitimacy of the new regime on the basis of military victory and integrated distributed mass organizations through administration. The CPPCC gave full play to the functions of constitutional and national foundation, legitimacy and social integration. Then it laid the foundation of new China’s regime form.After the plenary meeting, according to the Common Program, the Central People’s Government exercised state power and the national committee and its standing committee as an organization of unified front assisted the work of the Central People’s Government.But in the actual operating level, many significant policy decisions and bills were decided by the national committee.Then the national committee advised the Central People’s Government to publish and implement. As a result, the nationalcommittee and its standing committee had some attributes of power and gave full play to the function of political consultation.With the development of the political movement,the political status of the national bourgeoisie drops rapidly and the policy of the CCP to national bourgeoisie changed from unity to political struggle for the purpose of unity.With it, the function of political consultation of the CPPCC weakened and the functions of transformation and mobilization showed gradually.After the establishment of the NPC, state power truly shifted from the CPPCC and the Central People’s Government to the NPC.The identity of the CPPCC changed from double identities as a substitute of organ of power and an organization of the united front to a single identity just as the latter and the plenary session of the CPPCC as a substitute of organ of power disappeared. To cooperate with the political tasks of the transition period to socialist,the political consultative effectiveness of the CPPCC reduced greatly and the functions of policy propaganda and ideological work were quite natural.
