China’s New Conception And Practical Path Of Sea Power

The traditional conception of sea power takes realism as the core. It deems the international community is self service system without government,world maritime space, especially the strategic roads are scarce resources,because of the prominent role of maritime space in the country’s economic,security,social progress,the states must control strategic maritime routes as much as they can or destroy opponents’ advantage in some strategic maritime routes so that they can get the country’s comparative advantages.With the advancement of globalization,this concept of sea power, which is a single view of realism, has a crack with the reality. Using military means one-sided to protect china’s national security and maritime rights, is difficult to achieve the political objectives and may cause tension in the region, adversely affecting china’s domestic economic construction.In addition, China’s relatively unfavorable oceanographic geopolitical realities,the national strategy of peaceful development,the non-expansion of political philosophy and cultural traditions,have determined that china can not take the road of expansionary path of traditional sea power.The conception of china’s sea power is the capacity and influence to control,develop and use of the ocean.it takes the safeguard of the maritime interests and rights as the aims.it is based on cooperation.And it has a different nature of the traditional sea power which is expansionary and hegemonic.21st Century Maritime Silk Road Strategy is a major maritime strategy of china in the new century,China will cooperate with the countries along the road in policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds.China is committed to build a community of sharing interests and destiny.21 st Century Maritime Silk Road Strategy is conducive to the developmentof marine economy which has laid a solid foundation for the development of naval strength, the maintenance of national security and maritime rights,the participation of marine cooperation, the reform of the marine order and the communication of marine culture.Though The Maritime Silk Road’s channels are filled with non-traditional security threats,they have been providing extensive field trials for our ocean-going navy to improve their combat strength.The Chinese government attaches great importance to the strategy will help to cultivate national ocean consciousness. 21 st Century Maritime Silk Road Strategy will create a golden opportunity to construct China’s sea power system.
