A Research On The Problems Of Urban Community Service For The Aged In Taiyuan City From The Perspective Of Demand

From 1999 officially entered the aging society, the development of China’s aging speed is amazing. By the end of 2014, the number of elderly population in China has exceeded 200 million. Behind this huge figure reflects the urgent needs of the elderly pension in China. But with the increase in the number of elderly in China city and changes in family structure, pension and family pension institutions are showing a great degree of limitation. Traditional pension system is facing enormous difficulties, and the community endowment came into being. "Community care" means by integrating social endowment resources, the community can provide on-site service and daycare services,so that the elderly can enjoy living in family and supporting in the community. It has gradually become the mainstream of China’s urban elderly care because of its unique advantage and tremendous space for development. At the same time, the economic and social development level that older people are on the demand for pension services diversification. Only by fully understanding the elderly pension service demand preferences and characteristics can make better for the development of community services.Based on the demand of the elderly perspective, the research is to research the related problems of community endowment service in China. In the community endowment theory research above, combined with field visits to research in Taiyuan city,the author try to prove the problems existing in the present situation of Taiyuan community service for the elderly and give analysis of the causes of these problems.Finally, according to these problems and the reasons, we are here to give advice from the perspective of the elderly demand to build a better construction of community service for the aged in our country.Through the investigation and analysis, the following problems commonly exist in community service for the aged in Taiyuan City: One is the serious contradiction between supply and demand of service; the second is the low utilization rate of service;medical and health service resource allocation is unreasonable; the fourth is the importance of cultural spirit of service is not enough; the fifth is service practitioners specialized level is limited. In-depth analyses of the causes of these problems are on the basis of the reasons and by drawing lessons from the successful model of the typicaldeveloped countries, including the change of government role orientation, attention to the difference of the elderly population and the importance of training the professional service personnel, and so on, to give advice to improve the urban community service for the aged in Taiyuan city: from the government level, including extensive investigation of the elderly community endowment service needs; establish and perfect the relevant laws and regulations; to strengthen the supervision and evaluation of community service for the aged; guide social forces to participate in the construction of community care.Starting from the community level, including the construction of platform of integration of community service resources; improve the overall quality of community endowment service personnel; accelerate the community care service facilities; provide personalized care services. I hope these suggestions can help improve the community endowment service of Taiyuan city, make its further development.
