Research On The Endowment Problem Of Empty-nesters In The Town Of C In Dalian Under Gerry Stoker Governance Perspective

In 1990s, the theory of governance had an unprecedented development, with all kinds of governance theory endless emergency. With the development of the school of governance theory, it had been widely used in the management of all kinds of social public problems, which appealed to the government and society. At present, under the background of urbanization of China, empty-nest elderly problem has been high lightened, especially the rural empty-nest elders, who are in a more terrible situation. How to address the problem of rural empty-nest elderly has become one of the standards to measure our government’s ruling ability. The phenomenon of the empty nest of rural elders is an inevitable outcome of the urbanization process, which is also an irreversible process. In the face of today’s rural areas, the traditional family endowment model has been broken up. Rural empty-nesters urgently aspire to the government to complete and perfect endowment model, establish and improve the rural old-age endowment system.This paper is divided into four parts. The first part is about the basic concept and theoretical connotation, including brief introduction of basic concept and Stocker’s governance theory. The second part is about the current status analysis of the empty nesters endowment and problems, in the town of C, Dalian. The third part analyzes the reasons of empty nesters endowment problems in the town of C. Five aspects will be deeply analyzed in this part:offspring is the only endowment main body to elders; responsibility among offspring is not clear; lack of interaction among offspring; "autonomous network" for endowment services hasn’t formed yet; lack of new endowment mode and technology. The fourth part is about the measures and suggestions. Feasible and practical project will be put forward based on the actual situation in the town of C. The following five aspects will be included:diversify the main body for elders’endowment; strengthen the responsibility consciousness of offspring; promote positive interaction between the main bodies of elders; speed up the formation of "autonomous network" for endowment service; explore new method and technology.
