The newly revised law Protection of Rights and Interests of the Aged formally implemented on July1,2013in China. New wording in the law requires people to keep in touch with their elderly parents and take care of their mental needs, visiting them frequently. Otherwise risk being sued. Aging of population is increasing. The pension agency service cannot cover the senior. To the influence of traditional ideas, staying at home is still the best choice of old people. While from the background of this new law. it is not difficult to find that traditional family function is weakening. With the increasing number of social core family, neighborhood relations become indifferent. The endowment risk of nester is far more evident. In recent years, the media often have such reports that old people died at empty nest a few days ago while their neighbor and children do not even know. Saving social problems can never just rely on laws or moral standard. Therefore, how to fulfill the needs of the senior people and how to supply solving mutual endowment service effectively?Mutual endowment needs no fiscal expenditure, it depends on the neighborhood voluntary service. It is spontaneous and flexible and convenient. It provides not only a considerable number of pension service, but also full of neighborhood family atmosphere. Investigating help us to find out the factors of current and restricting problems. Based on that, we can come to the conclusion of measures promoting mutual sustainable development of old age service.We take Dalian as our investigate area. We launch on-the-spot investigation about mutual endowment service in R community, XiangLuJiao street, Dalian. It is the typical mutual endowment of Dalian. The community was built up in1980s. Most of them are laid-off workers of state-owned factory, and lots of them are empty nester. The investigation includes four aspects:the basic information, the health status of older persons, the elderly spiritual situation, the view of older persons on mutual pension service satisfaction and development. Using a combination of quantitative and qualitative methods to analyze the questionnaire, the main problems of mutual endowment include that the service level is not high enough, twinning more strange and the service provider is not fixed. Some old people worry about the service they would provide is difficult to measure and hard to be cashed. In addition, the providers lack of professional knowledge training. There are still many old people who do not know mutual endowment service so that they have not participated in it. Through comparison and summary, the biggest obstacle of mutual endowment service is that we have no fixed place and get quite little attention and support from the government. What was more, we do not have provider professional trained and effectively encouraged. The mount of provider is not enough for future. So we should build up effective incentive system to make sure mutual endowment service attract more members and develop sustainably.Prospects for the development of mutual endowment, needed to be jointly supported by spiritual and material rewards. Combined with the perspective of social work intervention recommendations, we suggest that government financial should invest in macroeconomic and protect the legitimate rights of the elderly living alone. At the intermediate level, we must build up a standardized system to regulate time bank, as well as incentive mechanism and mutual endowment service training system. The community is supposed to be a coordinator. Promoting the diversification of the construction and exploring the mechanism of sustainable development are the duty of community. At micro level, the personnel of community should introduce the mutual endowment service and help the elderly twin together.
