Human resource outsourcing is the product of marketization of the public management. Despite being in early phase, human resource outsourcing has vast space for development, as its recognition increases worldwide.For public sectors, it calls for formidable changes of its previously low-efficient management mode so as to seek better development in the complex and volatile international environment. Therefore, human resource outsourcing is now widely accepted and adopted by public sectors.The study on human resource outsourcing in public sectors has some practical meanings:First of all, it can transfer the role of human resources in public sectors from an auxiliary department to a strategic one, which can further participate in the organization reforms.Second, it can emancipate the public department from trivial and rudimental work, so that the public departments can concentrate on administrative issues and improve the working efficiency.Third, if part of management function can be outsourced from human resource department in public sectors, staffs working on non-core affairs will be redistributed, which helps to reduce the redundant staffs and to sublime the institutional organization. In the meantime, it can optimize the functional structure of human resource department in public sectors.Fourth, it will not merely provide professional services for public human resource department, to reduce the management costs. More importantly, the outsourcing contractors can help to discard the obsolete management mode, establish a modern human resource information system and continue to improve the human resource system.Based on previous study, this article, firstly, explains the key notion as public sector, human resource management and human resource outsourcing, to well-define scope of the study.Then, this paper explores and analyses the problems in the process of human resource outsourcing in public sectors in China, by applying to the transactional cost theory, the core competition theory, barrel principle theory and so on. This paper offers solutions that are to-the-point, after illuminated by successful experiences of entities or foreign public administration outsourcing, taken the example of XX public hospital, and combined the situations in our country.There are two innovation points of this paper:1, innovation of research perspective. For human resource outsourcing in public sectors, the research of Chinese scholars stagnates on translation and description of foreign research results and classic case study, emphasizing on the illuminative and guiding effects those advanced theories have upon Chinese public sectors. There are quite a few practical paper on human resource outsourcing in public administration in China. This research has pioneering value in promoting reforms of the personnel system in institutions, improving working efficiency, and lowering the human capital costs.2, innovation of research result. This paper tries to avoid the generality and superficiality from the previous researches, exploring how Chinese public sectors can perform diversified outsourcing modes in accordance of different staffs. Therefore, the paper is highly meaningful and instructive.
