Research On The PPP Model Of Providing Public Servicein Anhui Province

In the traditional model of providing public service, the providing of public service in Anhui Province mainly relies on financial expenditure and based on public institutions platform or state-owned enterprises platform. Only under special circumstances, such as the lack of funds, technical level limited, yields at low or negative levels, higher risk. In order to let the social capital to take part in, the government would provide public service by government purchasing, outsourcing contract or other forms. With the planning and implementation of "Rise of Central China", the level of economic development and living standard in Anhui Province has a significant improvement; people’s demand for public service is growing even faster than that. In order to avoid potential legal crisis of the government, Anhui provincial government needs to make a higher budget to meet the public demand for public service. However, the limited "land financial" and standardized management of government debt make it harder than before for Anhui provincial government to provide public service. Moreover, the public requirement of the government’s public service has become more pragmatic. People purchase the government public services for lower cost and in higher quality which has challenged the traditional mode of providing public service in Anhui Province. Anhui provincial government began to proceed with the implementation of the preparatory work for the practice of PPP mode in 2014. In order to meet the growing public service demand, it is urgently needed for Anhui provincial government to provide public service by PPP mode.This article has been divided in these following parts:firstly, the writer introduced the necessity for Anhui provincial government to provide public service by the PPP mode. Then the writer pointed out the existing problems of PPP mode in practical link by using public service theory, discourse theory and public choice theory. At last, the writer putted forward the corresponding countermeasures in the following aspects:strengthening the public awareness of PPP mode, improving the legal environment, enhancing learning and training of PPP mode, increasing the government support and warranting the management level.This article has a great time significance and innovation value for the research of PPP model of Providing Public Services in Anhui Province. On the one hand, it helps to reduce the dependency of Anhui provincial on the "land financial" government and promote the upgrade of "City Investment platform" to improve the level of public service provision in Anhui Province. On the other hand, it contributes to rethink the role of government, the private sector and community organizations and other social subjects, provides theoretical guidance for governments at all levels to promote PPP mode in full swing practice at current time.
