Research On Grid Management Of Zhennan Community In Feidong

As the most basic platform for development and construction of cities, community is subject to a lot of transferring problems of governments and corporations. It is the intersection point for various interests of the city and social contradictions. The original idea and method of community management have not been adapted to the requirements of development of new cities, so people begin to explore the scientific development of the community. For these explorations, the grid management of community has gradually been concerned and put into practice.Community grid management is based on the advantages and disadvantages of the existing community management model to scientifically divide network by taking the particularity of the region into full consideration so as to realize the integration of all kinds of resources in the grid and improve the linkage between grids; exert the effectiveness of community, community residents, other social organizations and multiple social forces and achieve the efficient management and service of the community.This paper firstly explains the reasons why the grid management of Zhennan community is chosen as a research subject. Its research background and significance are briefly described. Furthermore, the domestic and foreign research is briefly combed. Secondly, this paper expounds the connotation, background and necessity of grid, grid management and community grid management and summarizes several models of the domestic community grid management, which has lain a solid theoretical foundation for the whole paper, thirdly, it shows the basic working situation of Feidong Zhennan community and sorts out the major ways of grid management and achievements in grid management in Zhennan community, based on which, the status quo of grid management in Feidong Zhennan community is analyzed. Through all the above analysis, the paper analyzes the problems appearing in the process of grid management in Zhennan community. After that it elaborates the reasons of the problems form the aspects of the functions of the government being not obvious, the community bureaucracy is becoming more and more serious, the boundary of grid being difficult to define, the channels of fund raising for Zhennan community being single, community personnel training being insufficient, talent reserve being shortage, the propaganda being not enough and the guidance and encouragement of non-governmental organizations being inadequate. Finally, according to the analysis of the problems and the reasons, the paper elaborates the grid management countermeasures from the aspects of government level, the community grid level and the society level. In terms of the government level, it mainly elaborate how government ensures the implementation of grid management from the aspects of transformation of government functions and the concept, the sound laws and regulations, the broadening of funding channels. In terms of the community grid level, the paper mainly explains it form the construction of community grid management from the main aspects of the scientific division of the grid, improving the ability of grid management and working staff, constructing evaluation and incentive mechanism, introducing talents in multiple ways, expanding community talent team, building grid information service platform and implementing the publication of government affairs in the grid. In terms of the society level, it is mainly about how to make the community residents participate in the management and construction of their own community so as to exert their enthusiasm and strength; how to truly realize the autonomy of residents and how to guide the participation of non-governmental organizations so as to make the multiple social forces to exerts their roles in community construction and management.In terms of community grid management, we should not only make continuous innovation and improvement in the concept and method, but think about how to integrate with the masses all the time in the process of grid management process. What should be done is understand them, realize them and achieve the optimized integration of people and community.
