Human Resouces Management, one of the Government key function, is a overall management over the whole society's personal resouces based on the consideration of the society's economy with the regard of a rationality and adopbility of human resouces.In west, HUman Resoucing has become the front runner during their social reform. With regard to Human Resoucing,West has obtained abundant experiences, part of them, like Market Principle, Ability Principle, Easiness Principle, can all make us beneciary.In administration department of China, Human Resoucing still has a long way to go because the Human Resoucing Department has not fully displied their function. Under this circumstance,human resoucing has become a very practical and important task for us to learn how to push forward the human resouces reform, bringing in western principles, new modes, and most imprtantly, improving Chinese Human Resoucing Level. This papaer highlights the form and development of Human Resouring in China and abroad, advantage and disadvantage of Chinese Human resoucing, experiences and practicaility from West Public Administration, etc to discuss and predict the development of Chinese Human Resoucing Managemen.With above principle in mind, the author has analised the definication and features of Public Department Human Resoucing. Together with a comparision between Public Department and Private companies, analysing the differences and similarities between the two. Through the comparsion, the oversea influence over us has become clear. In the end, the author has concluded the article with concrete suggestions, Macroly, the Public Administration System need a reform and microly, new and fresh human resoucing principles and regulations needed to be brought in to accelerate our reform.
