However, compared to the huge demand for resources in the elderly, the supply of community care service is not enough. The scarcity of resources will inevitably cause the contradiction between supply and demand. Therefore, it is an urgent problem to be solved that how to configure the community service resources reasonably and improve its efficiency is a problem to be solved.In accordance with international standards, in 1979 Shanghai has entered the aging society(the city of Shanghai in 1979 over 60 years old, the proportion has more than 10%).
