The Research On Equalization Of Basic Elders’ Services In Megacity

The study on the equalization of basic elderly services in the super large cities is based on the basic public service equalization strategy and the trend of aging population and the background of urbanization. To study the equalization of basic elderly services is of great theoretical and practical significance for the large cities to actively respond to the aging of population and orderly urbanization and the equalization of basic public services.This research is based on the supply of basic elderly services public products in the super large cities,and take different age groups as the research perspective and focusing on the basic elderly services supply and demand. This research mainly to explore the four issues that why to promote basic elderly servicese qualization, and what is the problem of not equal to basic elderly services, and how to get rid of the basic elderly services and how to promote the equalization of basic elderly services. Through theoretical and empirical analysis, this paper argues that the problem of the non equalization of basic elderly services in the mega cities is the contradiction between the supply of urban basic elderly services and the unlimited supply and the diversity of the supply and demand.Combined with the actual situation of super large cities, to build the "Shanghai basic elderly services supply and demand system dynamics model" through the system simulation, and calculation to proved there is a big gap between the supply and demand of basic elderly services in the super large cities. In order to reduce the gap between supply and demand and to ease the contradiction between supply and demand and to solve the problem of the non equalization of basic elderly services in the large cities, this study proposes "Trinity" dynamic balancing strategy framework based on the cooperation of three aspects of "control needs, improve supply, and adjust the structure of supply and demand," and reasonable design of the basic elderly services "gradient supply path",and comprehensively to take "targeted, selective and differential" supply mode from "policy control", "financial support", "multiple supply", "supply and demand regulation" to solve the problem.This research is divided into seven parts. The first part introduces the significance and background of the research on the equalization of basic elderly services in the super large cities. In the second part, the author defines the "super large cities", " basic elderly services", "equalization" of the theoretical connotation,deeply demonstrate the need to promote the equalization of basic pension services.The third part of the analysis of Beijing, Shanghai basic pension service supply system model, summarized the achievements and problems of the super large basic elderly servicese qualization.The fourth part reveals the cause of the non equalization of basic elderly services in the super large cities.In the fifth part, "the dynamic model of the supply and demand system of basic elderly services in Shanghai" is constructed, and the dynamic equilibrium strategy framework is proposed.In the sixth part,the paper designs the "path of action" from "policy regulation", "financial support", "multiple supply" and "supply and demand", and puts forward policy recommendations to promote the equalization of basic elderly services in four aspects.The last part summarizes the conclusions of the research on the equalization of basic elderly services in a large city,and puts forward some theoretical considerations on the future of the basic elderly services in the future.
