Housing demand is one of the most human survival basic needs. It’s not only the key to improve people’s livelihood, but also the economic growth po wer. Under the city and countryside dual pattern, urban areas gradually formed relatively developed real estate market and the diversified housing security sys tem; but rural areas policy hasn’t been changed since 1960 s. "Land owned by the collective" limits the marketization of rural housing market and leads to be ing independent of the public policy system, so the house always has a low q uality and inferior structure. More importantly, there’re still quite a number of poor people’s basic housing needs not getting effective guarantee. Under the ba ckground of the new urbanization, promoting the rural housing system reform, especially the housing guarantee system, becomes the important measures to im prove people’s livelihood and building a well-off society in an all-round way. For improving residents living conditions, Shaanxi Province started the migratio n project in May 2011, projecting to moving 2.4 million impoverished people who strive in execrable living environment to a good economic environment co ntinuously in the next decade. Therefore, studying the main factors of rural ho using consumption especially the immigration policy’s incidence, and the consu mption structures’ changing are good for making more conductive policy and e xpanding rural market.Based on the push and pull theory, welfare economic theory, public expen diture theory, housing consumption demand theory, consumption function theory and the survey data of southern Shaanxi, this paper uses the multivariate regr ession analysis and the ELES model to making empirical analysis of rural resi dents’ housing consumption influence factors and the changing of consumption structure in southern Shaanxi poverty-stricken area, and giving the related sugg estions according to the results. This paper includes six chapters. The first cha pter refers to the background of in southern Shaanxi rural residents housing co nsumption’s influencing factors and consumption structure, and the purpose, sig nificance, combing the foreign and domestic related research, and listing the re search framework. The 2nd chapter relates to concepts and theory. The 3rd cha pter introduces the southern Shaanxi’s regional overview, and summarizes the S outhern Shaanxi Migration Projects’ implementation achievement and existing pr oblems. The fourth chapter, basing on introducing the data sources and samplecharacter descriptions, uses the multiple regression model to analyzing the infl uence factors of the rural residents’ housing consumption. The fifth chapter use s the ELES model to comparing the consumption structures of rural residents b efore and after the immigration. The last chapter summarizes main conclusions,and gives related suggestions.The main conclusions follows:(1)The implement of Southern Shaanxi Mig ration Project is actually improving the condition of the local rural residents li ving and production, such as residential location, housing structure, infrastructur e, public service facilities, the social security system and so on. However, ther e are also existing problems, such as moving rich rather than poor, family eco nomic pressures, infrastructure construction lag behind and so on.(2)During the influencing factors of housing consumption, we can see that some of them hav e a significant negative effect, such as householder age, production costs, housi ng location, housing structure, and some of them have a significant positive eff ect, such as family scale, per capita income, housing area, whether immigrants and government subsidies variables. From high to low, according to the influe nce degree is: housing area, whether immigrants, government subsidies, housing structure, per capita income, family scale, housing location, householder age, production costs, householder age. Apparently, the immigration policy strongly promotes housing consumption of rural residents.(3) Migrant farmers’ consump tion in southern Shaanxi have a overall improve, and the basic requirements ha ve been promoted. The marginal propensity to consume is slightly raised. Thes e are all reflecting that migration project has a promotion to rural residents’ co nsumption. But at the same time, immigrants’ basic rigid demand is enhanced.Material capital is higher than important livelihood capital, and marginal prop ensity to consume is still far below its propensity to save. The cost of living i ncreases some pressure to immigrants. However, in the long run, living in a w ell-developed region and enjoying better social services, the rural household wil l have a better development, and a more intelligent consumption concept, event ually becoming the new national economic growth momentum.
