The Third Plenary Session of the 18 th CPC Central Committee puts forward to achieve the goal of modernization of national governance systems and governance capacity. General Secretary of the CPC Central Committee Xi Jinping points out,"TO govern China must maintain social stability of the border areas, especially need to keep the stabilization of Tibet ”. Those are new important strategic deployments based on our country’s national conditions proposed by the CPC Central Committee in the new period. As a minority nationality autonomous region in China, Tibet Autonomous Region needs to explore a feasible way to realize the modernization of social governance system. At the present stage, social governance of Tibet Autonomous Region is facing similar social contradictions with the other provinces and cities in mainland China in the process of social transition. Tibet Autonomous Region also faces a special problem——ethnic separatist forces, coupled with intertwined ethnic and religious factors, which makes the social governance of Tibet Autonomous Region more complex and difficult.Governance theory believes that to improve the ability of social governance, except relying on the role of the government and the party, should also actively mobilize the power of NGOs and other non-governmental organizations. The vitality of NGOs and their participation in the management of the social affairs must be stimulated. The Sixth Forum of Governance of Tibet of the CPC Central Committee proposes that the ultimate target of governance of Tibet is to achieve the sustained economic development and long-term stability of Tibet Autonomous Region. In the process of realizing the modernization of social governance, Tibet Autonomous Region also needs to fully mobilize the power of NGOs and encourage their actively participation in all aspects of social governance.In recent years, NGOs in Tibet Autonomous Region have made considerable development, which have initially formed a certain scale. The development of the NGOs and their participation in social governance also made some achievements. The CPC Party building work of NGOs has achieved initial success. Some NGOs play positive roles in carrying out medical and health services, vocational skills training, ecological environmental protection, aiding the development of education, poverty alleviation and natural disaster aid, etc. At the same time, there are also some problems of the own development NGOs and participation in the process of social governance, which mainly reflecting in the retardation of development, strong dependence on the government, weak public service supply capacity and ability to maintain the social harmony and stability, etc.Through analysis, the reasons for these problems are mainly due to three aspects: the special historical and environmental factors in Tibet, the imperfect government management system, the deficiency of construction of the NGOs in Tibet Autonomous Region. Based on the analysis of the reasons and combining with the actual situations of Tibet Autonomous Region, this paper puts forward countermeasures and suggestions to promote the participation of NGOs in social governance of Tibet Autonomous Region. First of all, we should optimize the environment of NGOs development and provide a good material foundation and social atmosphere for the development of NGOs in Tibet Autonomous Region. Secondly, from the perspective of the government, it should further transform its functions and improve the security mechanism to the NGOs. It is necessary to optimize the system space of participate in social governance of NGOs in Tibet Autonomous Region; to further standardize the management of NGOs; to strengthen policy support to NGOs. Again, from the perspective of the NGOs’ point of view, they should strengthen the self-construction; improve the ability of interaction with the external environment; enhance the initiative of participation in social governance of Tibet Autonomous Region.
