The business environment represents the market competitiveness and economic soft power of a region.Speeding up the construction of the business environment and comprehensively creating a fair and relaxed business environment has become a key way for the government to continuously reform and innovate the social governance system as well as promote the healthy and stable development of the economy and society.In recent years,Qinghai Province has adhered to the "people-centered" philosophy of good governance,guided by the experience of market players,and continued to promote the optimization and improvement of the business environment.In this process,Qinghai Province has improved its supporting policy system based on the actual conditions of the province,actively carried out inter-regional exchanges and cooperation,also participated in regional competition,which will help cultivate Qinghai Province to promote the modernization of regional social governance and realize a high-quality and efficient new development model.In terms of business environment legislation,we have focused our efforts to break through institutional barriers,and have initially improved relevant policies and regulations to ensure the construction of a business environment under the rule of law,which has stimulated market vitality and released the potential of domestic demand.At the same time,through the establishment of a business environment evaluation index system to guide the formation of a fair,efficient and healthy competition market environment,some of the indicators have been improved,and the sense of gain and satisfaction of market entities is gradually increasing.However,because Qinghai Province itself is a typical underdeveloped region in the western region of China,it has a relatively short developing time in business environment construction,insufficient relevant experience accumulation,and specific optimization measures are not detailed and perfect,which restricts the overall business environment construction work.In the future,we still need to face severe challenges brought about by various weak links such as the factor environment,government affairs environment,market environment,and the rule of law environment."The business environment is not the best,only better." For Qinghai Province,the construction of the business environment is a systematic,holistic,and long-term work.It must be closely coordinated with all relevant departments to explore the advantages of Qinghai so as to build a road of distinctive business environment.Therefore,this article will be combined with the theory of social governance and good governance,analyze the basic status and actual results of the current business environment construction in Qinghai Province,and discuss the main problems and causes exposed in the process of optimizing the business environment.Then analyze and draw lessons from the specific practices and innovative measures of the domestic advanced provincial governments in optimizing the business environment,and further propose to improve Qinghai Province’s business environment construction work involving the government environment,market environment,and rule of law.The countermeasures and optimization measures in the four aspects of the environment and the humanistic environment provide references for the sustainable and healthy development of the business environment in Qinghai Province.
