Research On Construction Of Emargency Management System Of Barrier Lake Dam-Break

Barrier lakes have been extensively known since Wenchuan earthquake in 2008. Because barrier lakes usually break in a relatively short period of time, dam-break flood will bring serious damage to the lives and property of the downstream people. Thus, how to make efficient emergency management of barrier lakes becomes very meaningful. However, current research work mainly focused on technical level of risk assessment and emergency disposal. Theory, technology, method and practice application of emergency management were rarely systematically researched. Based on the above background, this paper will research on how to construct emergency management system of barrier lakes dam-break.First of all, this paper used theoretical analysis method to comprehensively address the connotation, the characteristics and the system structure of emergency management. This paper summarized experience and achievements of international emergency management, and explained their significance and enlightenment for our country. Development situation and current shortcomings of emergency management of barrier lakes dam-break were analyzed. The above work made preparation for the introduction of Geographic Information System (GIS) to solve the problem from Xiaojiaqiao barrier lake emergency management system.Secondly, GIS technology was introduced to design an emergency management flowchart. Based on disaster prevention and preparation, disaster monitoring and early warning, disaster emergency response and rescue, post-disaster recovery and reconstruction, application of GIS technology in emergency management of barrier lake dam-break was discussed in depth. The above work laid foundation for the construction of emergency management system of barrier lake dam-break.Finally, based on case emergency management flowchart in the Barrier Lake, an emergency management decision support system of barrier lake dam-break was constructed, which integrated geographic information system, intelligent decision support system, emergency plan management system and emergency warning notice system. Meantime, the coordination management mechanism of emergency management of barrier lake dam-break was established. The above efforts aim to effectively integrate geographically distributed data and resources, improve the efficiency of emergency management, reduce the effects of barrier lake disasters and improve the capacity of disaster prevention and mitigation.
