In the currently management of oil field ground system in china, the measure of searching or querying information gets behind, to real time refresh information is a hard thing, the graphics data and the attribute data separate each other, the pipeline network view and the function of the real time inspection of the pipeline network and system simulation can't be integrated well, and it is hard to unite the pipeline network and geographic information harmoniously. These problems restrict the development of the ground system information management in oil field, lead to the lower management level of the ground system management in oil field and make it difficult to adapt the increasingly international competition. According to the current situation of the ground system information management of oil field and the need of digital oil field construction, it is very important to develop the ground information management system and carry on its research application., which will make use of the GIS technology, the technology of the database, the project optimal technology, the soft project technology and so on.The paper classified and coordinated all sorts of the establishment, equipment, element and the system technical process, set up the system database, which can meet the need of the user and adapt to the modularization development. In the GIS frame, thinking of the impact of the geographic information, such as mountain, river and so on, to the layout optimization of the ground system, the thesis create a new model of the ground system layout optimization, use the Tabu method to solve the model and obtain a better solution.Using the space analysis function of GIS and the knowledge of graphic theory, this paper created the topology model of the road. By comparison of all of the methods to get the shortcut, the paper set up a solve project to get the shortcut of the system, which is efficient for technicians to settle the emergency.On the basis of the topology structure of pipeline network, according to the valves state, pipeline connectivity and the flowing direction of the liquid in pipeline, the paper created the mathematics model of the pipeline network control simulation, realized the computer control simulation of the pipeline network, which can afford technical support for to decision and construction in the emergency of oil field.According to the theory research and referring to "Soft Project Criterion of The Petroleum Industry", we have developed information management software of the ground system in oil field. The developing of the software followed with the design idea of modularization and soft project and included several steps such as requirement analysis,general design, particular design, soft debugging, module testing, synthesis testing and so forth. The soft realized space data visualization, the combination of the graphics data and attribute data, layout optimization, etc. The soft provided a lot of functions to the user, such as saving, querying, analyzing, exporting space information and attribute information of the ground system in oil field, etc. The soft fetched up the objection of handwork drawing and computer drawing, which can't organize, manage and use information efficiently, and greatly increase the management level of the ground system in oil field.
