Research On The Structure Of Cooperative Network In Crisis Management

Crisis Management has been more and more popular with academic area since the outbreak of SARS in 2013. And with the rapid development of the theory of social network analysis in the last dozen years, using this method of Crisis Magementhas becomes a hot subject in academic area. Also since 1949, there has been 32 earthquakes with the magnitude up to 6.9, causing the deaths of 370000 people. On average there has one earthquake every 2 years, so crisis management is very important during and after earthquake. Usingthe theory of social network analysis, this article studies the crisis management during and after earthquake, focusing on Ya`an earthquake which happened to the April 20, 2013.This article stuydies the network structure of crisis management area in the following five steps. In the first part, we make an introduction, elaborating the reason we chose this subject and theoretical basis of this research, also we introduce the research method of this article. In the second part, we present the crisis management system of emergency response mechanisms, emergency legal system, and emergency plan in China. Also we compare the changes of crisis management of China and the United States laws and regulations.In the third part,we analysis the planed emergency response network before the earthquake,and the actual emergency response network after the earthquake,and we make a comparison between the network structure before and after the earthquake.In the fourth part,we analysis the communication structure in the network,using the cluster analysis.In the fifth part,we present our conclusion and suggestion of our research.At first, this paper reviews the establishment of the earthquake emergency management system. Then we made a comparison of earthquake emergency response planning network before and after the Ya`an earthquake. At last, using cluster analysis method, we get conclusions as follows:First,after the analysis of the mechanism of earthquake emergency response in Wenchuan earthquake, Yushu earthquake, and Ya`an earthquake, we found there has been a trend of decentralization in the system,emphasizing on the responsibility of native government.Second,with the analysis of the"Mass working group" which happened during 20 April to 25 April,we get the conclusion that it is a better idea for the government to set up a coordinationmechanism between the authority and the non-authority organizations,such as various NGOs.Third,we found that “people living group”,“ disaster relief group”,and“infrastructure, security and reconstruction group" are three most important groups,which stand in the core node of the network,so it is natural the government should pay more attention to these groups.Fourth, the result of clustering analysis we made shows there have very little communication and cooperation between government organization and NGOs, NGO and NGO,but as comparison there has more communication and cooperation within government organizations themselves.
