Civil servants recruitment is the "entry" link of government,the quality of civil servants determines the strength and depth of public policy execution and the level which shows in the ruling of the country people's will.In recent years,more and more people of insight take the civil service exam,providing our government with a number of outstanding talents.Seeing the achievement of civil servants recruitment,we should also see the discrimination problems of the gender,age,physical health and so on.various enroll discrimination.Some of them are easy to detect,but others may have the characteristic of covertness,infringing the equal employment rights of the examinees.However,there is still a lack of unified and effective regulation of our existing legal system design for the discrimination.Therefore,we should build a unified civil servants enroll anti-discrimination legal system,perfecting civil servants enroll right remedy mechanism of discrimination.This paper is divided into four parts.The first part introduces the overview of regulation about civil servant employment discrimination behavior.First,it analyzes the meaning of civil servant employment discrimination behavior.Combining the typical cases which are exposed and reported through the media in recent years,we then mainly analyses five specific discrimination types which include the gender,age,geographical,interview,body shape and health.The second part evaluates and analyses the discrimination behavior of civil servant employment.To begin with,it analyzes the necessity of legal regulation in discrimination behavior of civil servant employment,from the infringement of examinees' equal employment rights,loss of state organs' operation efficiency and the restraint of the nation's law construction.Then,it analyses the standard of identifying a discrimination,expounding the contents of equal rights and how to grasp the right degree between he reasonable differences and the discrimination.The third part compares and investigates the mode of civil servants enroll' discrimination behavior regulation,introducing and analyzing the extraterritorial legislation system and the right relief mechanism.The fourth part firstly introduces the status quo of regulation in civil servants recruitment discrimination behavior,analyzing the reasons of legislation lost,lack of constraints of administrative discretion,rough right relief program and so on.Based on this,the author puts forward some concrete suggestions of improving legislative level,system design and the restriction and control of administrative discretion and perfecting the right relief program.
