With the modernization and urbanization, and people’s demands on the level and quality of urban public services become more and more rigorous, in order to meet the growing demand for public services, the government have to build substantial public facilities such as waste-disposal plant, sewage treatment center, crematorium, and substation. However, the public awareness of environmental protection and living environment quality, makes it possible to arise for the public conflicts caused by urban development and construction. Due to the construction that can bring a positive benefit to the public but also some negative results for these residents live around, and they will be dissatisfied and take action to express their demand through a series of peaceful petition, collective protest or violent behaviors which ultimately lead to the formation of a "NIMBY conflict." Such conflicts bring a very large negative impact to all-round development, prosperity and social harmony. Therefore, it is necessary for the government to fully understand NIMBY conflict-related social behavior and its impact factors. Thus improving the management skills to prevent conflict phenomenon has become a major problem at all levels of government administrative capacity test, which is a common problems encountered in the process of world industrialization and urbanization.Based on the results of previous studies, combined with the studies, the behaviors caused by NIMBY conflicts can be divided into three dimensions of peaceful collective behavior, limited impel behavior and violent confrontation collective behavior. And also divide conflict into three stages based on the life cycle theory and social conflict theory,namely the prophase, metaphase and anaphase. Through empirical research, summed up the collective behavior evolution of the NIMBY conflict, and then, in accordance with the theory of group dynamics, this research analysis the impact factor and get some the conclusions countermeasures. This paper gives some suggestions about how to prevent collective behavior. The conclusions are as follows: 1. there is significant difference for the collective behavior “online outrage” behavior, “public transport gridlock” behavior,“disturbing execution of public affairs” behavior between prophase and metaphase of the NIMBY conflict. 2. There is significant difference for the collective behavior“online outrage” behavior, “strike” behavior, “non-violent gathering in the outdoor”behavior and “public transport gridlock” behavior between metaphase and anaphase of the NIMBY conflict.3. Subjective factors, the group factors and contextual factors have a positive correlation to the collective behavior.This paper proposes the following policy recommendations based on the research findings: Strengthen the governance of cyberspace, and maintain the dominance of network consensus. Emphasis on the interaction with the citizens, have a comprehensive understanding of the needs. Enhance the popularization of knowledge, to reduce citizens’ doubts of NIMBY facilities. Promote the ability of dealing with NIMBY conflicts, to improve government trusting power.
