As a result of the public’s awareness of safeguarding the rights of the public and the popularization of the Internet,conflicts between neighboring countries and the mass incidents caused by them have been receiving more and more widespread public concern and have become one of the most pressing social problems that the government needs to solve.As a source of risk to social stability,NIMBY conflicts are mostly formed by the mass protests of neighboring residents because of the possible negative impact of fear,fear and even fear of neighboring facilities.In recent years,the risk of social stability in neighbors has been largely not attributed to the fact that a substantive crisis has erupted in the project,but not from the public’s perception of the risks associated with landfills,nuclear power plants and chemical plants.Many studies have demonstrated that public response behavior decisions in risk scenarios are influenced by risk perception.Under the risk scenario,the public’s risk perception is not conducive to effective self-protection behavior.However,if the public has too much risk perception,it will stimulate them to react to risk events too intensely,which will lead to over-reacting behaviors,disrupt public order and even cause more serious social problems.In the face of adjoining infrastructure construction projects,if the public has a high level of risk perception,there will be a tremendous trend of public protests.Therefore,based on the above research background,this study explores the impact of public risk perception on the evolution of collective behavior in the context of NIMBY conflicts by studying the relationship between risk perception and behavior of neighbors,grasps the evolution mechanism of the behavior of public groups in the conflict,and then puts forward the countermeasures and suggestions for effective risk management,which provides an important theoretical and practical basis for the government and enterprises to effectively intervene and regulate public risk perception and collective behavior.Through rooted theoretical methods and empirical research,we get 10 influencing factors such as the characteristics of the neighborhood avoidance facility,government behavior,corporate behavior,individual characteristics,social enlargement,public trust,perceived resistance cost,avoidance emotion,risk perception and group characteristics.Among them,government attitudes and behaviors,corporate behavior,and public trust are the environmental factors that avoid group events;the relationship between “risk perception,avoidance,and collective behavior” is the main line of evolution mechanism: High-risk perception is the cornerstone of the formation of neighbors to avoid conflicts,the accumulation of negative emotions is the endogenous motivation of conflicts,and irrational collective behavior is an explicit way of public emotional venting;The relationship between the remaining influencing factors(social amplification,group characteristics,political efficacy,perceived cost of resistance)is the branch that affects the evolution of events.
