A Study On The Construction Of A Diversified Service System For The Old In Rural Communities

Population aging is a major trend of the development of the world’s population today, is the human economic and social development to a certain historical stage, the only way. According to a report released by the United Nations world population development, at present to a long historical period, our country will be the old word of most countries in the world. But our country has a population of nearly 70% of the elderly living in the countryside, it’s decided we should have been the focus of the population in the countryside, the elderly should focus on the rural social security system construction. Since China’s reform and opening up, China’s vast rural areas of social and economic development, the farmers’ income has increased significantly, but along with the accelerating urbanization, industrialization process, a large number of rural men from the countryside to cities and towns, rural population aging, the family structure miniaturization and the phenomenon such as "hollow village" appear constantly, it increasingly serious. In China’s rural traditional family old-age pension mode decaying, establish a set of new rural pension system and service system is imminent.Based on the rural population aging and aging population inversion between urban and rural areas as the research background, relying on the Welfare Pluralism Theory, New Public Management Theory and the Rural Public Product Theory, through research the two county, Handan county、Cixian county in Handan city, the elderly living conditions in rural areas and the pension requirements, systematic analysis of the rural community endowment service supply and demand and the contradiction, probes into the present problems of the rural pension services, the reasons of the analysis, and combining with the characteristics of China’s rural, from the perspective of government supply in rural areas is presented in this diversified pension service system point of view.This paper argues that diversified pension service system established in rural community, on the one hand, still need to emphasize the role of the traditional family pension mode and responsibility; On the other hand is to emphasize the participation of social force, relying on rural community platform, mining social resources, mobilizing all social forces to participate in old-age service system. And strengthen the government’s policy supply and financial investment, perfecting the laws and regulations construction to promote social and family pension obligations, and supporting the construction of rural old-age service in terms of financial and material resources, to ensure that China’s vast rural old people be raised, medical services, lived to old.
