Research On The Functional System Construction Of Community Old-age Service Facilities Based On The Continuum Of Care Concept

Under the background of the rapid development of aging,the current pension model in China is mainly "9073"(90% of families take care of themselves,7% depend on community pension,3% depend on institution pension).With the serious change of family structure caused by the single child in China,the huge pressure of providing for the aged gradually spreads from family to community,and more and more elderly people need to rely on community support for the aged.At the same time,the allocation of community pension facilities in China is still mostly in the way of 1000 people index,which leads to widespread problems in China’s pension service facilities:(1)inconsistent policy guidelines and confused standards;(2)serious phenomenon of "attaching importance to style,neglecting nursing" and lack of services for intermediary care of the elderly;(3)decentralized allocation of facilities,inconvenient use;and(4)construction subjects and management;Subject contradiction leads to the problem of low degree of service implementation.This passive coping allocation policy has been unable to meet the needs of the elderly for continuous care.Therefore,China currently lacks a complete system of pension service facilities to guide how to connect the various pension service facilities in series to provide a comprehensive and continuous pension environment for the elderly.This paper focuses on this difficulty,aiming at building a comprehensive pension service function system for the elderly of all ages,based on the concept of "continuous care" and the current situation of pension service and allocation in China.This paper adopts the framework of problem discovery-problem analysis-problem solving.Firstly,through normative research,network research and field survey in typical cities,we can understand the current situation of our country’s pension service facilities,aiming at finding out what problems exist in the matching,allocation and later operation of our country’s pension service at present;secondly,through the dilemma of our country’s pension service,Japan and the United States,which have formed a relatively mature improvement mechanism.Finally,in view of the existing problems in our country,we put forward the following five suggestions: 1)At the level of pension service,after analyzing the needs of self-care elderly,intermediary elderly,intermediary elderly and mentally retarded elderly,respectively.In view of the three types of elderly people,this paper puts forward the corresponding specific service content;2)at thefacility level,on the basis of the present situation of our country’s pension service facilities,simplify the facility classification,clarify the facility content and enhance the facility comprehensiveness;3)in facility allocation,this paper suggests that the main body of facility allocation should be moved up,and the centralized allocation of independent land should be adopted to encourage the "combination of business and maintenance" and "combination of medical and maintenance".Construction mode.4)In the later stage of facility operation,this paper suggests that the government should change its role,entrust the main body of operation to a third party organization,and the government should strengthen quality control and supervision.5)At the development level,it is suggested to promote the active involvement of all kinds of non-governmental profit and non-profit organizations,so as to promote the market-oriented development of pension services and form a diversified multi-subject pension service facility system.
