| The report of the 18th Congress of China’s Communist Party put ecological civilization into the "Five-in-One" general layout. The Fifth Plenum of the 18th Central Committee of the Communist Party of China proposed "Five Development Concepts". How to achieve "in the Development of Protection, in the Protection of the Development" and choose a path of Chinese ecological civilization construction which is suitable for China’s national situations and development have caused widespread attention of the academic circle and all walks of the society.Industrial civilization brought unprecedented ecological problems and the whole world rethought the relationship between human and ecology. China’s extensive development mode has gradually appeared its drawbacks. People’s ecological needs have become stronger than that in the past. These decide China to choose the road of ecological civilization. Ecological protection is based on Chinese ancient philosophy "Harmony between Man and Nature" on the premise of following ecological rules, and is human’s protection measure for ecology. However, traditional negative ecological protection has some limitations, such as passivity, lack of integrity, human and ecology appearing opposite and one-way. Ecological support meets the requirements of making development and protection a high degree of consistency, optimizing nature by human’s practice, making ecology provide service for the development of human society. It emphasizes practice relationship between ecology and human, helping ecology and civilization to realize unification from opposition. It has ecological service function and emphasizes that ecological optimization and social development are isomorphic and synchronous. In general, China’s overall development level is low and this national situation needs us to seek development mode and to protect ecology. At the same time, the current development mode has lots of drawbacks. All these decide us to sublimate ecological protection. As means of the ecological civilization construction, ecological protection and ecological support are not separate, but unified. Ecological protection is the basis of ecological support and ecological support is the sublimation of ecological protection. Chinese ecological civilization construction is a whole and systematic project and cannot do without their functions. Therefore, with ecological support, Chinese ecological civilization construction needs to transform the pattern of economic development, developing high and new technology and establishing a sustainable mode of economic development; needs to strengthen the construction of ecological political system, establishing and improving ecological performance appraisal system and ecological protection compensation system; needs to carry out the concept of ecological culture, establishing the ecological life concept and ecological consumption concept; needs to build an ecological society, creating ecological cities and ecological communities. |
