The Research Of Grid Management Tool Orientation For The Good Community Governance

Since Beijing dongcheng district pioneered the urban grid management mode in 2004, the grid management has been widely used in community governance, market regulation, and many other fields after more than ten years development. As an innovation of grassroots social governance tool, the grid management is sought after by local government. Practice has proved that community grid management has been promoting the efficiency of community management and improving the quality of community environment to some extent, but analyzing in the deep level, it does not touch the traditional system in our country community management system, so it’s functions are limited in the implementation of good community governance. This paper constructed the governance body-process-objective analysis framework based on the theory of good governance and according to the actual of community governance in our country, and in Nanning high-tech zone as a case studied the grid management tool to answer the question of Why the grid management can’t achieve the goal of good community governance.From the point of community governance subject, while the grid management tool encourages community organizations and community residents to involve in the process of community governance, but due to a number of reasons such as fuzzy of government positioning, absence of community residents’ committees self-government functions, weak of nonprofit organizations and poor of residents’ participation, so the pattern of multiplex subjects has not been established from the point of practice what mainly embodies in the government leading and the lack of community participation.In terms of power running direction, the paper mainly operates the mechanism of grid community management tool. In particular, the thesis founds that as an government-led community management tool, the grid management did not radically break through the mode of government top-down control through the analysis of the triggering mechanism execution mechanism, coordination mechanism, supervision and examination mechanism of grid management.About the governance behavior direction, it is not denying that the community grid management has played a certain role in closing the connection of government with community residents, promoting the community service efficiency and improving the community environment, but due to the lack of understanding, the grid management tool still exists the tendencies of heaving form lighting content, heaving management lighting service and heaving technology rational lighting humanistic care in the process of practice.We should know that discussing the limitations of the grid management from the orientation of good community governance is not to refuse to the grid, but want to optimize the tool. So the paper puts forward that adhere to the people-oriented to promote the diversification of the governance, based on the actual and draw lessons from experience to improve the tool’s mechanism, restore service concept to return the targets tool’s used, making the grid management tool further meets the needs of the good community governance, promoting the process of our country’s good community governance.
