In recent years, unconventional emergency brings huge losses to the society, so thestudy of response to the unconventional emergency caused much attention. This article isbased on the core problem of unconventional emergency scenario to deal with real-timedecision-making, adopts information entropy approach to establish model and bulids themultidimensional scenario entropy model, forecasting the unconventional emergency tothe analysis results, providing theoretical basis for the decision of unconventionalemergencies in real time.Firstly, from existing literature and research results, the article summarizes theemergency management、information entropy of science theory. It points out that thesignificance of the information entropy theory to the research of emergency management.And the paper determines that as the method and technology to solve the problem ofreal-time decision-making of the unconventional emergencies.Secondly, define the concept、characteristics of the unconventional emergencies andthe definition of unconventional emergency scenario. This paper analyzes the mechanismof occurrence, development and evolution of unconventional emergencies. On the basis ofthe macroscopic and microscopic as well as the reference of existing research, this paperanalyses multidimensional scenario factors of the unconventional emergenciesscenario-response and puts forward the characteristic parameters of these situationalfactors and its symbolic representation, and descripts qualitatively the content ofmultidimensional scenario equence.Then, this paper analyzes the situation of information demand and informationsources, and the method of accessing information, puts forward the multi-sourceheterogeneous data processing method based on XML. To build unconventionalemergencies multidimensional scenario entropy model, this paper uses entropy weightmethod to determine the unconventional emergency scenario factor comprehensiveobjective weight and subjective weight, finally get scenario factor synthesis weights. Finally, based on traditional information entropy, this paper defines theunconventional emergency scenario-response multidimensional scenario entropy. Thegeneralized component distribution probability of the multidimensional scenario entropyis established based on the thoughts of energy distribution and based on it, this paperdescribes the heterogeneous degree and singular degree of the unconventional emergencyscenario sequence in different state space. The features of the unconventional emergencymultidimensional scenario entropy are discussed and proved,such as boundedness,extensibility, affirmation, strong additivity,recursion, and the role of these characteristicsare further discussed in unconventional emergency scenario-response.
