According to the redefinition of the concept Organizational Citizenship Behavior(abbr. OCB) by Dennis W. Organ from the Indiana University,the OCB is a kind of spontaneous behavior of employees not within the scope of formal job requirements and pay, but it is beneficial to the achievement of organizational performance, and can improve the performance of the organization as a whole.In this paper, on the basis of previous studies, through the investigation and Study on the status quo and problems of the OCB of some Changchun leading cadres at the grassroots level,I draw the following conclusion:In general, the overall level of the OCB of the grassroots leading cadres is high.Among the 5 dimensions of the OCB, the Clarity between Public and Private got the highest score, the lowest score in the Devotion, but the average level is still high.Although due to the particularity of my subject,the factor of Marital Status cannot be compared,the consequence was not affected by factors of Gender, Age, Occupation, Work experience and Sub-district offices, and only in the factor of Educational background has a weak difference.Through further analysis of its reason, the author put forward to strengthen the OCB of the grassroots leading cadres the countermeasures of such five aspects from changes in Leadership Style, paying attention to the management innovation of Human Resources, insisting on the Humanistic Philosophy of respect for the human nature and maintenance of Psychological Contract, to strengthening the construction of the Administrative Culture.
