The Eighteenth National Congress of the CPC proposed:to reach the goal of establishing a socialist administrative system with Chinese characteristics,we should build a well-structured,clean and efficient service-oriented government,that has scientifically defined functions and satisfies the people.Leading cadres at the grassroots level as the executers of governmental function,whose quality of the work is directly related to the quality and service level of the government,finally reflects the performance of service-oriented government.Ever since the Eighteenth National Congress of the CPC,the conduct of Party and government has significantly improved,and people's satisfaction has been increasing with the deepening of running the Party with strict discipline,the"zero tolerance" anti-corruption situation,the implementation of the eight provisions,opposing the four undesirable work styles.Under the New Normal of the decentralization in the economic downturn,streamlining administration,instituting decentralization,and anti-corruption,the working style of civil servants has increased,and the conduct of the Party and government has taken on an entirely new-look.However,there breeds the phenomenon of grassroots leading cadres being irresponsible,such as nonfeasance,slow to conduct,not dare to perform duties and performing duties at random.This paper set forth the background and significance of the necessity of solving the phenomenon of grassroots leading cadres being irresponsible of their duties with a large collection of related references,with collating,analyzing and related documents.By discussing the work carried out in several counties in S city as an example,combined with questionnaires,field visits,research work,putting forward the current difficulties of the practice of solving the problem.Finally,try to propose solutions to provide theoretical and practical support for further research,such as strengthening the education and guidance of cadres,establishing the correct orientation of selecting and appointing cadres,enhancing the assessment system and incentive system,consolidating the building of the contingent of cadres,launching special actions,and strengthening the system construction,to provide theoretical and practical support for further treatment.
