With the acceleration of industrialization and urbanization in our country, the agglomeration of labor force is quite obvious in the city and a large number of rural surplus labor forces have flooded into the city. But most of them can’t have access to formal employment due to their own limited conditions, which causes them to choose to engage in mobile stalls activities which feature small investment, low cost and quick returns. Although the mobile stalls, to some extent, decrease the number of the poor, increase the income of some low-income people and in the meanwhile bring some convenience to the citizens in some parts of the city, they do have much negative effect on the environment, business orders, food safety and the protection of intellectual property right. So it has become the main concern for governments at all levels as to how to strengthen the management of mobile stalls. However after many years of practice, all kinds of problems, sometimes even violent conflicts and brutal law enforcement still arise in governing them.In order to explore the management methods of governing those mobile stalls in the cities, the author of the essay stated the development process of governing those mobile stalls throughout the history and comprehensively analyzed the success models both at home and abroad, providing both historical and practical experience in exploring the success models of governing those mobile stalls.This essay deeply explored the governance methods in district A in Shanghai by means of deep interview method and especially it payed attention to analyzing not only the beneficial methods and experience but also the existing weaknesses after the release of the document of Shanghai municipal government’s suggestions on how to further innovate the social governance and strengthen the construction at the grass level and other six corresponding documents in the backdrop of the law enforcement force going down to local government and the introduction of meshing. In view of the existing weaknesses, the author pushed forward some governance methods like improving the laws and regulations, creating civilized law enforcement environment, constructing multi governing methods, business process reengineering, standardizing contract outsourcing and governing the mobile stalls according to different types and districts to improve the governance of those mobile stalls in cities.The conclusion of the essay is based on the example of governing the mobile stalls in district A of Shanghai, and there is no evident proof that it can be promoted effectively in other cities. Considering Shanghai has its specialty and always takes the lead in policy innovation, it is necessary for governments at all levels to be determined to undergo innovation in policy and mechanism so as to govern the mobile stalls effectively. The essay mainly focuses on the resolution of the governing problems in practical aspect but not in the theoretical aspect and it not only concerns public management but also needs comprehensive research in sociological and economical aspect from all-rounded angles.
