As an important tool of the government public management, the government performance evaluation is used to evaluate the work efficiency and management effectiveness of the government in order to improve the government public management, better serve the community, and win the public’s support and understanding. Since 1980 s, under the influence of the economic globalization and the information technology revolution, the scholars in China have learned from the government performance evaluation theory of Western countries, and put it into practice in the government management system of Chinese characteristics. Through a lot of exploration and attempts, the theory and practice of government performance evaluation in China have achieved a rapid development. A variety of government performance evaluation theories have emerged, showing the characteristic of diversification. Scholars in China have also put forward a number of government performance evaluation models with Chinese characteristics and constantly deepened the research on the government performance evaluation in order to make them applied more widely. However, at present, the study of scholars in China on the government performance evaluation is still focused on judging the level of performance only by investigating public satisfaction, or obtaining the performance results and supervising the contribution of civil servants’ behavior in the government work to the performance by assessing the performance of the civil servants or their organizations. Little attention has been paid to the government civil servants’ recognition of the government performance evaluation, who are the assessed and the people’s public servants. This recognition affects the behavior and the contribution of civil servants in government work to a large extent, which will then affect the performance. With the continuous development of society, people’s expectations of government performance are rising, and government public management is facing a severe test. A new situation urgently needs to be opened up in the theory research and practice of government performance evaluation in China.This paper mainly studies the assessment and the promotion methods of civil servants’ psychological recognition of government performance evaluation. The research on government performance evaluation is focused on the civil servants’ psychological recognition. Through the investigation, the interest demands of civil servants and the perfection degree of the government’s performance evaluation system from the perspective of civil servants are understood, which helps achieve the purpose of enhancing the civil servants’ psychological recognition, and thus ultimately helps improve the performance of the government. Therefore, this paper assesses the civil servants’ psychological recognition of government performance evaluation in the form of a questionnaire survey, carries out the data statistics and analysis on recycled effective questionnaires by using SPSS, finds out the influencing factors of civil servants’ psychological recognition according to the result of the data analysis, and puts forward specific promotion methods.
