For a long time, because administrative value usually establishes on the basis of society management, public service examination and evaluation, and then the civil servants of government take charge of the responsibility of society management and public service. However, we only consider more government society value and neglect its internal values as an ordinary organization. we always say: everything is for human beings. For human beings, whose needs, it should develop the human being completely. This theory is targeted to the public of government service object. As a result, it will lay the development and benefit of civil servants aside. During the process of government performance evaluation system theoretical and practical exploration, it is scarcely studying the civil servant of evaluation object. And government performance evaluation object's psychological self-identity is also blank in the theory and practice.This thesis provides the practical significant of considering the evaluation object's psychological self-identity, which targets the government performance, and seeks to prove the exchanging model between the evaluation object's psychological self-identity and government performance evaluation function from the theory and practice separately. Through the survey and analysis of government performance evaluation object's psychological self-identity, it can put forward a countermeasure of improving the evaluation object's psychological self-identity.Compared with a similar study, the institute is the theoretical significance and emphasis of the assessment to the government performance evaluation system as a framework to assess the important factors .More importantly, it builds the confirmation of the evaluation object's psychological self-identity and the government performance evaluation system as well as the logical link and interaction models; In this paper, we use the empirical research methods making the issue further in-depth to the impact assessment analysis of the evaluation object's psychological self-identity and raise the improvement, with a strong practical significance.There are five parts in this thesis:Part one:'arousing general concern the significance of government performance evaluation object's psychological self-identity'. It will talk about the significance of evaluation, humanity and encouragement and attitude relevant theory and then put forward that evaluation object's psychological self-identity is one of government performance evaluation system, which is benefit to encourage the capacity of evaluation object and develop this system. And this will be a basic theory preparation of argument.Part two:'Exchanging function model of evaluation object's psychological self-identity and government performance evaluation system'. It will establish the exchanging function model of evaluation object's psychological self-identity and government performance evaluation measure. Government performance evaluation system take methods of human resource changes, salary rewards, welfares etc. And then fulfills the needs of evaluation object. As a result, it will influence the whole performance evaluation system self-identity degree of evaluation object. On the contrary, evaluation object's psychological self-identity affect the reaction of performance evaluation system as an attitude definition, then affect the objective credulity, encourages the function development, internal value and external service fulfillment.Part three:'Substantial evidence analysis of evaluation object's psychological self-identity and government performance evaluation'. It will make a questionnaire survey and data analysis on the evaluation object's psychological self-identity and government performance evaluation status and factor, which based on the substantial evidence and the seeks evidences on the satisfactions and credulity of evaluation object's psychological self-identity. On the basis of its theory and evidence, it will put forward that changing hard performance evaluation model into soft one and considering reasonable benefit needs, fulfilling the improvement of the government performance evaluation object's self-identity and other relevant countermeasure.
