With the progress of social science and technology, national economy strengthincreasing, the public’s living standards continue to improve, in order to maintain thestability of the government and in the face of the public to the government’s newrequirement under the new era, countries committed to build a service-orientedgovernment, improving the government’s administrative efficiency and administrativelevel. The government’s administrative efficiency and administrative level will depend onthe good quality of civil servants and capacity. Civil servants is a special kind ofprofessional society, serving the people is the main content of the civil service job.Attention to the cultivation of civil servants, attaches great importance to the reform ofthe administrative mode of strong is helpful for the transition of the governmentadministrative function, accelerate the pace of the construction of the service-orientedsociety.For transformation of the mode of administrative management, improveadministrative efficiency, in order to maximum play to the ability of civil servants,improve the overall quality of the contingent of civil servants, civil servants shall be forthe government management mode of cognition into the transformation of the mode ofadministrative thinking. Government performance evaluation is one of the governmentmanagement way, investigating on government employee’s job performance, not onlyreflects the workings of the government management. Before on civil servantperformance appraisal, performance appraisal system must be perfected, and theconstruction of perfect performance evaluation system must understand the cognitivesituation of the current performance appraisal of public servants. Understand the civilservant’s perception of performance appraisal, must begin from two parts: the first part isto understand the civil servant’s perception of performance appraisal which contains thetheoretical connotation and the related content, on the basis of the understanding andanalysis of theoretical connotation hypothesis is put forward. According to the empiricalinvestigation questionnaire survey research method for the establishment of professionaland distribution. The second part is the cognitive investigation and empirical research.Through the analysis of the questionnaire, to understand how the perceptions of reality.Through the analysis of the empirical study of civil servant performance appraisalcognition to the government, the following conclusions:1, the cognition of government performance evaluation of civil servants is mainly includes three aspects of cognitive, thepreliminary cognition, the process of cognition and the appraisal result cognition.2, thecivil servants who participate in the performance appraisal will produce cognition aboutthe appraisal, but cognitive situation were not unified, there must be have cognitive bias.3, the performance appraisal of civil servants cognition are under the influence of thedemographic variables. Administrative level and work content have big influence incognitive. Therefore, in order to establish and perfect performance appraisal system,should know the cognitive situation of civil servants, strengthen the civil servantperformance appraisal good aspects of cognitive, cognitive deviation, reasonableregulation to avoid the generation of cognitive biases. Civil servant’s perception ofperformance appraisal for mirror, optimization of the type of performance appraisalsystem.
