The Research Of Forestry Human Capital Investment Efficiency Of Beijing

The sustainable development of forestry in Beijing needs various input of elements. As Knowledge-based Economy Era is coming, Human Capital is becoming the core element in the development of Forestry Economy. In recent years, Beijing government increased investment in forestry continuously, unlike other capital, human capital goes into effect slowly.so it’s necessary to work out the efficiency of forestry human capital investment exactly so that we could take some measures to improve the investing mode and the efficiency.On the basis of previous studies and under the guidance of the human capital theories, this research is going to use SPSS to build a model to discuss the effect of forestry human capital investment. Taking Municipal Bureaus of Landscape and Forestry in 16 districts of Beijing, we’ll build another model by DEAP software so that we could establish an Evaluation Index System for forestry human capital investment. The final goal of this research is to find ways to improve the forestry human investment level.Findings of the research are as follows:Firstly, forestry human capital contribute to the development of forestry economy so that it could promote forestry output value; Secondly, the efficiency of the 16 Municipal Bureaus of Landscape and Forestry are different, districts who has lower efficiency should increase the vocational and technical skills of the employees to promote the accumulation of human capital; Thirdly, some districts get weak human resource structure in its quality and structure which leads to the redundancy of the human capital stock and waste of human resource; Fourthly, wage level directly reflects the government’s investment of forestry human capital, some districts get redundancy in wage input because allocation mechanism is not perfect and effective. Maybe government could make a diverse allocation plan to improve the whole social security investment efficiency; Fifth, overall, however, Municipal Bureaus of Landscape and Forestry in 16 districts all have some problems on input structure and efficiency, they could get adjustment according to the results of the projecting analysis.
