Justice is regarded as the last defense line of social justice, morality and conscience in human civilization. With the deepening of China’s reform and opening-up and the development of market economy, people’s legal and rights consciousness form strength to strength, people for the judicial resources provided by court system demand is also growing.In particular, The central committee of the communist party of China on several major issues comprehensively deepen reform which is reviewed and consented by the third plenary session of the eighteenth that makes overall arrangements about how to deepen reform the judicial system.it present clearly, to ensure the national laws could be carried out uniformly and correctly,the judicial management system should be reform, the personnel and financial unified management of the below the provincial level of the district court and the procuratorate should be promoted, The jurisdiction system of the appropriate separation with the administrative region should be explored and established. Proposing the reforming initiatives about the personnel and financial unified management of the below the provincial level of the district court and the procuratorate that is breaking the mindset that regarding the judicial officer as the general state cadre in ideology, and breaking the customary administration mode that the civil servant is supervised by the local party committees uniformly in system design, and breaking the judicial power localization of the hedge in judicial system.This paper takes the adjudication organ confronting problem and its experience about the court personnel classification management in practical work as the theoretical basis and the thinking angle. Explaining the concepts and their related problems on he court personnel classification management at the present stage by the comparative analysis method, the value analysis method and the qualitative study. Drawing lessons from foreign management theory and practice about court personnel classification management, points out the confront difficulties in the practical application by analyzing the present situation of A district court personnel classification management, then finds out and analyzes the reasons, put forward some suggestions for improving and perfecting at last.This paper is divided into five parts:The first part is the court personnel classification management research background and the significance. Mainly introduces the court personnel classification management research background and research significance, and the categorization management research of international and domestic status of court officials, Sort out the research ideas and research methods about the court personnel classification management in the current academic circles for catering to the realistic requirement of the court personnel classification management in our country.The second part is the court personnel classification management related concepts and theoretical basis. Mainly studies the court personnel classification management related concept definition, and analyzes the features on the judge, the trial support personnel, the judicial police, and the judicial administrative personnel, etc. Summarizes the theoretical basis about the court personnel classification management, combining with the bureaucracy theory, the labor division theory, and the judicial independence theory, and apply to perfect the court personnel classification management.The third part is the current of A district of the people’s court personnel management present situation analysis. Analyzes the adopted the idea of a government, means and mode by the current of A district of the people’s court personnel management present situation analysis. Precisely list the problems of the personnel management about political management, localization and unclear classification management, and points out the main problems of the court personnel management in A district at present, such as lack of classified management of personnel, unscientific human resource configuration, severe loss of the trial judge at the production line, unknown boundaries of the trial work with administrative, etc. Further analyzes the reasons of the court personnel management in A district, for example, the single administration management mode of the current court personnel, incompatibility of the operation of the jurisdiction with the bureaucracy theory, small space of the court staff career development, disproportion of the bore occupational stress with the professional guarantee treatment, etc.The fourth part is the analysis of the court personnel classification management system At home and abroad. Mainly analyzes the foreign court personnel classification management system, and takes the English and the German court personnel classification management as examples, combining with some domestic judicial reform pilot areas of the court personnel classification management system, comparing with the court personnel classification management of Hainan and Shanghai. We can see some revelations, such as system of categories of the court personnel, classified management of the judge and the others, widen the ways of the judge selected, given enough promotion space for the all kinds staff, etc.The fifth part is the suggestions to consummate the court personnel classified management in A district. Put forward some proposals by analysis of the basic framework, the present situation, and the problems of the court personnel classification in A district, such as optimizing the classified management mode, configuration of classified management of organizational structure, perfect classification management of judicial power operation, etc. Aiming at the court personnel classification management is helpful to improve judicial efficiency, and provides references on court personnel classification management practice widely used.
