The maritime administrative law enforcement refers to the maritime sector and its staff to perform the provisions of the maritime laws, regulations and rules, the behavior of the maritime affairs administration management activities. Putians undertakes maritime sector security waters maritime traffic safety, prevention and control of Marine pollution to the Marine environment, maintain the interest and responsibility. At the same time, as a national important economic law enforcement team, assuming the task of "promoting development", also from the administrative law enforcement system and mechanism innovation how to promote the reform of the "supply side", to provide more quality services to the shipping market, is an urgent need to solve the problem. In the development of the socialist market economy into the context of the new normal, putian maritime bureau maritime law enforcement status has not been able to adapt to the maritime traffic safety regulatory requirements of the new situation, the maritime "and to delegate", after the matter later relatively insufficient supervision harder and administrative law enforcement resources increasingly prominent contradiction between, promote the reform of the maritime administrative law enforcement, establish to adapt themselves to social and economic development mode of administrative law enforcement, is the inevitable choice of law enforcement efficiency and level of public service.The article first introduces the background and significance of topic selection, and the research involved in defining the relevant concepts, expounds the characteristics of the maritime administrative law enforcement and the connotation of the maritime law enforcement. Then applied the method of literature research, field research and comparative analysis, the use of a service-oriented government, conflict management, and other theoretical knowledge, in the reform of Putian maritime bureau, the maritime administrative law enforcement measures and results were concluded on the basis of in-depth analysis of the current low level of public services that exist in the maritime administrative law enforcement, law enforcement efficiency is not high, insufficient means of law enforcement, law enforcement team problems and their reasons such as comprehensive ability is not strong. Finally, in the other maritime institutions at home and abroad for reference, the maritime law enforcement, on the basis of characteristics and reform experience, combining the reality of putian maritime, around the "two lines" put forward to promote the reform of the maritime administrative law enforcement, improve the reform of the maritime administrative law enforcement of the"five steps". Namely, "a comprehensive examination and approval for window mode" and "perfect field comprehensive law enforcement model" two main line, put forward to deepen maritime administrative examination and approval system reform, perfecting the maritime field for the construction of comprehensive law enforcement mechanism, accelerate the informatization of the equipment and application, strengthening law enforcement team construction, perfecting the law enforcement supervision and guarantee mechanism and so on five aspects of the reform measures.Choose Putian maritime bureau as the research object, this paper proposes countermeasures and Suggestions to perfect the maritime administrative law enforcement is a beneficial attempt. Believe in the maritime sector at all levels, under the continuous efforts of the direction of the reform of the maritime administrative law enforcement and the path will be more and more clear, and promote the maritime administrative ability and service level in accordance with the law.
