Minimum living security system is the last line of defense of China’s social security system. Jinan urban minimum living security system established since 1996, the minimum standard from 1996 per 120 yuan per month, increased to 2015 per month 550 yuan. By the end of 2015, the system guarantees the basic life of low staff 22303, has played an important role in the protection of the urban poor lives. But in 22303 low staff, the number of employed is 6062, the number of unemployed is 8948, the unemployment rate reached 59.6%, this issue should caused widespread concern in society. After implementation of this system for 20 years, exploring the employment status of urban low staff, understanding the influential employment factors, both contribute to test the effect of this system; also help low –income groups find barriers to employment, do precise support.In previous studies, researchers put forward countermeasures mostly from the design defects of the system itself. Some scholars empirically analyze the influencing factors of employment, which provides a useful reference for this article. Overall, in previous studies, theoretical analysis is more, empirical research is less, and it is difficult to provide strong support to low staff to solve the employment problem.This article based on the literature and related theory, constructs the research framework of urban low staff employment, the influence factors that will affect the employment can be divided into three variables: subjective variables, objective variables, and control variables. Through questionnaires collected relevant data in LiXia District, LiCheng District, ShiZhong District, HuaiYin District and TianQiao District of five urban residents of Jinan City, seeking employment and living conditions of the urban low staff, and using interactive analysis and Logistic regression analysis seek significant factors in employment, including vocational skills, family care burden, welfare dependency ideas employment aid policy. Based on research findings, this article targets four specific measures to promote their employment.
