A Study On The Public Spirit Of Citizens And Influencing Factors

In today’s society, as a result of diversification of interests and demand, the public affairs management is faced with the contradiction between the rational choice of atomization individual and the lack of public spirit. It has been the main topics of the academic circles on how to cultivate the citizen’s public spirit and how to provide spiritual support for the socialist and the construction of harmonious society.This study takes virtue theory, rational choice theory and public life ethic as theoretical basis, legal awareness of citizens, public morality, civic participation behavior, acts of charity, the spirit of dedication as measurement indicators of public spirit to analyses the traditional ethics, personal reason and public living space’s impact on the public spirit of citizens. And the L city of Shandong province as the research area, this paper conducted a field survey on the public spirit of citizens, and handled the relevant questionnaire by the method of mathematical statistics analysis, the results show that:(1)The status of citizens’ public spirit of L city of Shandong province is good, the charity serves the highest, the second is public virtue, and then is the legal consciousness, the citizen participation behavior is relatively low, and the dedication scores lowest, which needs to be improved.(2)The influencing factors of citizens’ public spirit includes: personal reason, public living space, age, political affiliation, income level. Among these factors, the individual rationality, public life space, political affiliation, and income level have significantly positive influence on public spirit of citizens, while the age has significant negative effects on public spirit of citizens.(3)The traditional ethics has significant negative impact on the legal consciousness, and it has positive influence on citizen participation behavior. Personal reason has significant positive impact on five dimensions: public virtue, legal consciousness, philanthropy, dedication, and citizen participation behavior. Public living space also has significant positive impact on five dimensions: public virtue, legal consciousness, philanthropy, dedication, and citizen participation behavior. So it can be said that the Personal reason and public living space play a key role in the cultivation of public spirit. In addition, the age has significant negative influence on legal consciousness and citizen participation behavior; the political affiliation has significant positive impact on three dimensions: legal consciousness, philanthropy and dedication; the income level has significant positive influence on dedication.Therefore, in order to cultivate public spirit of citizens, we need to make every effort from the following several aspects: Firstly, strengthen publicity and education, enhance citizens’ public reason. Secondly, improve the construction of civic culture to be blameless and expand citizens’ common living space simultaneously. Thirdly, perfect the market economic system, provide the material basis of cultivation of public spirit. Fourthly, strengthen the incentive measures and carry forward the spirit of dedication. Fifthly, accelerate the construction of democracy at the grassroots level and promote the citizens’ public participation behavior as well.
