The communist youth league organizations as a mass organization of advanced youth, the party’s assistant and reserve force, whose nature mission is to do the responsibility of youth affairs for the party and the government. This study according to the organization theory and new public service theory, using the method of theory analysis, literature analysis and field survey, carries on a induction of the status quo of the communist youth league organizations caring left-behind children in L county, analyses the shortage and restricting factors and puts forward the corresponding strategy, provides the necessary theoretical support for the county youth league organizations to actively participate in caring left-behind children work and further improve the left-behind children caring system, has important guiding significance in better caring for left-behind children in L county, promotes solving problem methods of left-behind children’s caring of the communist youth league organizations.Firstly, this paper introduce the background of L county, the current situation of it’s communist youth league organizations and left-behind children caring work. And analyze the communist youth league organizations’ function in riching government functions, innovating public management system, remedying the market failure, and also it’s huge meaning in organizing left-behind children group, guiding and serving the left-behind children’s thrive and protecting the legal rights and interests to the left-behind children. On the basis of the above research, the author set the emphasis on the induction of the basic content of the communist youth league organizations caring left-behind children in L county, pointed out the protection of minors, prevention of juvenile delinquency, the young pioneers work, volunteering, and the hope project five aspects of the communist youth league organizations’ work, and to as-sess the efficiency of communist youth league organizations caring left-behind children work in material assistance, improving the left-behind children’s quality of life, providing psychological support, improving emotional world, provide learning help and improving left-behind children learning. On the basis of analysis of the results, further discusses the insufficient in L county in the communist youth league organizations caring left-behind children work. Mainly these show up in short of work motivation, empty love content, single loving way, and the weak influence four aspects. The main restriction factor of these weaknesses due to five reasons, they are the impact of the rapid economic and social transformation, the communist youth league organization self building defects, some cadres old- dated ideas, lax style, lack of practical research, out of the left-behind children groups and lack of funding in caring left-behind children work. Finally, after analyzing the shortage and restricting factors, in this paper, the author put forward five countermeasures to help the communist youth league organizations to participate in left-behind children care work positively and efficiency, including break system obstacle, create open pattern, strengthen their ownconstruction, transform function, strengthen the training and study, strengthen Party self-discipline, improve work research ability and innovation consciousness, integrate resources, multi-channel financing, etc. Limited in researching level and conditions, the restricting factors of study is still not enough and the proposed countermeasure is not perfect, which needs further study in the future.
