At present, China is at an important stage of transformation from a traditional society to a modern society. The transformation has brought new development opportunities while exposing some deep-rooted contradictions of society, increasing social instability and leading to mass incidents frequently. The latest release of "Statistical Report on Internet Development in China" shows that the number of Chinese netizens has reached 688 million by December 2015 among which mobile phone users account for over ninety percent. Internet public opinion of mass incidents has become the important issue cared by the government.On the theoretical basis of the socialist core values, journalism and communication and social psychology, this paper uses a combination of literature research, comparative research, case analysis and other research methods, expounds the existing problems of five components of mass incidents internet public opinion guidance mechanism and analyzes the existing problems of the guidance mechanism such as guidance inadequate and their reasons. By drawing on American and other overseas internet public opinion management experience, this paper puts forward the following suggestions for the existing problems:improving the internet public opinion guidance mechanism which is law-oriented and pays equal attention to moral education; improving the internet public opinion control mechanism which focuses on the construction of technology and talents team; improving the internet public opinion transmission mechanism which keeps government information open and transparent; cultivating the internet public opinion collaborative mechanism which pays attention to interest expression and multi-participation.
