Research On Practical Dilemma And Optimal Path Of The Governance In Rural Petition

With the process of the urbanization,the rural reform and development is continued to be deepen,the interest pattern’s is profoundly adjusted, various social contradictions and social problems gradually revealed, and increasingly emerged in the form of letters.Under the background of the national stability, how to keep the petition stable gradually become the key point and the difficult work for all levels of governments, the petition gradually transforms from the social governance’s means to be the governance’s subject. How to hold and resolve the conflicts and maintain the society stable by the means of the petition governance, which has an important significance for promoting the rural economy and the society development, and for building a harmonious society. R city as a county-level city in Henan province is in the accelerating stage of the industrial reforming promotion and the new urbanization.The urban development vitality and stamina become stronger,however the accompanied social contradictions are more prominent, the amount of the petition has been stayed at a high level, the pressure of maintaining the petition stable get heavier.R city as a strong representation is a miniature of Henan province,or even in the country.The article selects R city as the research object, taking the situation of R’s petition work as the background, using the literature collection, the theoretical analysis, the field research, the case analysis methods, in the perspective of the governance theory to analyze the typical petition cases, analyzing the “ Expedient Governance”plight from the governance approach, the mechanism, the instruments and etc,and to find the deep-seated reason. On the basis, trying to put forward the optimal math,which includes four aspects:to clarify the government position, to import the social forces, to improve the working mechanism and to promote the petition governance legalization.The content is divided into 5parts:The first part is the introduction, including the research background, research design, literature review, the theoretical basis,the innovation and shortcomings of the research. the second part is the petition status,including R’s basic situation, the typical analysis, the petition situation and the governance initiatives.the third part is the introduction of the petition cases, selecting4 representative cases, stating the whole process of the case and laying a foundation for the next step. The fourth part is the analysis of the cases, exploring the practice plight and the reasons on the basis of R’s petition governance strategy.on the above reasons, the fifth part is to provide the optimal path in aspects of the main body, the means, the mechanism and the approach. Through the article research, further enriching the theory study and providing a reference for the current rural petition governance work in a certain extent.
