Study On The Mechanism Of Fariners’ Interest Expression Under The New Situation

With the transformation in aspect of economics, politics, culture and society, the interests relation and interests structure in rural community is in a period of significant adjustment since the reform and opening. However, the revolution caused differentiation and uneven distribution in benefits between various parties, which leads to an enormous number of non institutionalized interest expression incidents. This phenomenon has been slowing the process of grassroots democracy and severely affecting the stability of Chinese society.In current situations, there’re many obstacles in the operation of peasants’collective interest expression mechanism. Farmers’legal rights are apart from being expressed, maintained and realized to its full purpose, which runs counter to the goal of constructing a socialist harmonious society and building a socialist new countryside. Therefore, given the circumstances, delving into the collective interest expression mechanism of peasantry is of crucial importance in both reality and strategy aspect. Hence, with a Z city perspective, this essay is trying to focus on the problems of peasants’collective interest expression mechanism under new situation, analyzing the cause of those problems and reach a solution.This paper is divided into five sections. The first section is the introduction of the background and the international study of the subject. The second section contains two parts:concepts (interests, interests expression, collective interests expression etc.) and theory (political participation, political consultation etc.). The third section takes Z city as an example, centering on the manifestation and problems of peasants’ interests expression. The fourth section concentrates on the cause of the mentioned problems, including a detailed analyzation concerning the ways of expression, the object and subject of the expression mechanism, etc. The fifth section, based on the given situation, lists the corresponding solutions and suggestions. The suggestions comprise the followings: improve farmers’ personal qualities; consummate the villager autonomy system; enhance the importance of township governments and bring it to full play in peasants’interest expression; boost the level of systemization of countrymen; establish a sound supporting mechanism.
