At the same time, strengthen the cooperation with civil society groups, sharing resources, to promote such as poor student financial assistance, the old psychological counseling and comfort services, mass cultural activities, etc. Second, gradually perfect the mechanism of choose and employ persons, open the door, for cultural talents from all walks of life in the form of temporary or long term, part-time or full-time, services for the community culture construction. At the same time, according to the ethnic groups and local characteristics, establish the Korean culture is given priority to, the development direction of other national culture is complementary, on this basis, to promote national culture communication, jointly build a harmonious community.
