A Study On The Ethnic Work Of Urban Community

The ethnic work of urban community is the focus and base point of the urban ethnic work,and the community-zation of the ethnic work of urban is the trend of China’s social development.Simultaneously,the construction of the governance systems and abilities of ethnic issues is an important part of the national governance systems,that take the solution of the major practical problems in the national construction and social development as the point of departure.The significant path of solving the urban ethnic issues is the innovation of the research of the ethnic work of urban community,because the construction of the governance systems and abilities of ethnic issues relies on the settlement of the ethnic issues in reality.But along with the economic growth after the reform and opening-up policy,the number of the ethnic minorities and the multi-ethnic communities in the city has increased,and then the innovation of the ethnic work has already become a significant issue so that it can provide the realistic support for the construction of the modernization of the governance system,therefore,it can consolidate the foundation of the Communist Party of China in power,meet the needs and promote the unity of all ethnic groups,make the community more stability and harmonious to further strengthen and innovate the governance systems.The specific field is the key factor of the ethnic work of urban community so that the reasonable logic is the considering of the variety of specificity of the multi-ethnic communities in the city.Therefore,the paper attempts to combing the academic literature both at home and abroad about the ethnic work of urban community and make an empirical research on Xi-Yuan Sub-district Office,which is the typical muslim ethnic community in Lanzhou City,from a academic perspective in the view of the governance theory and field theory.The paper tries to indicate the dilemma and the countermeasure of Xi-Yuan Sub-district Office based on the analysis of the status quo and the change in the composition of the main body of the ethnic work,and the research of the management and service for the minority floating population.The paper points out that the deficiencies of the adaptability and scientific of public power departments,the negative degree of the political participation of the ethnic minorities and the development restrictions of non-governmental organizations are the three factors that restrict the development of the ethnic work of Xi-Yuan Sub-district Office.At last,there are some countermeasures and suggestions have been put forward to improve the ethnic work on the basis of drawing on the national work style of other typical urban communities.The particularity of the field about the multi-ethnic community guides the research perspective of the paper,and the combination of the "bottom-up" perspective and the "up-bottom" perspective of the paper is the key difference from the existing research results which are limited by the perspective from the public power departments ’ perspective.
